HUNTING LICENCES REGULATIONS

2. (1) Without prejudice to the provisions of any other law,
no issue of a person shall shoot, or attempt to shoot, by any means
whatsoever, any game unless such person is in possession of a valid
hunting licence issued by the Commissioner, and such person
satisfies all the conditions specified in the licence and in any other
law.
(2) Any person who applies for a licence may be asked to sit
for a practical examination to determine his knowledge of the use
and safe-carrying of firearms, the necessary protective measures
required for carrying a firearm; his ability to identify birds and his
knowledge of the regulations for the protection of fauna.
(3) Each type of hunting licence shall be issued to an applicant
who is covered by an insurance policy against third party risks to
persons or damage to property, and holds a recommendation from a
lawfully constituted society organisation representing hunters.
(4) Any person who wishes to renew the licence for the hunting
of birds must have a recommendation issued by a legally
constituted organization representing hunters, which is valid for the
year of renewal:
Provided that any legally constituted organization which
represents hunters that shall grant the recommendation referred to
in this subregulation may only grant such recommendation to an
applicant who has become a member, or renewed his membership,
in the same organization, which issues the recommendation after
the same applicant has duly filled in and presented to the said
organization the form of the Permit for Hunting and Trapping,
Carnet de Chasse , valid for the previous year. 
(5) Any legally constituted organization representing hunters
which grants the recommendation referred to in subregulation (4)
shall collect the forms of the Permit for Hunting and Trapping,
Carnet de Chasse  and forward them to the Director, Environment
Protection Department, by not later than the 8th of May of each
year.
