RULES REGARDING SALE AND USE OF STAMPS

Title.
Stamps.
Licensed stamp 
vendors.
2. Postage stamps, envelopes, post cards and wrappers are
sold by licensed stamp vendors.
Prepayment of 
postage.
3. Prepayment of postage on articles posted in Malta must be
made by Malta postage stamps which must not be imperfect or
defaced. Embossed or impressed postage stamps cut out of
envelopes, post cards or wrappers may be used as adhesive stamps
in payment of postage provided they are not imperfect, mutilated or
defaced in any way. Embossed stamps cut out of registration
envelopes and representing the registration fee may be used on any
registered packet but not on ordinary packets. Stamps are
considered defaced when marked on the face with any written,
printed or stamped characters but not those bearing initials of
firms, etc., defined by perforations.
Manufacture and 
sale of postage 
stamps, etc.
4. The manufacture and sale of postage stamps, post cards,
postage envelopes, registration envelopes and newspaper wrappers
is reserved to Government.
