GOVERNMENT LOTTERIES (GRAND LOTTERY) 
REGULATIONS
1st July, 1991
LEGAL NOTICE 92 of 1991, as amended by Legal Notices 3, 21, 46 and
54 of 1992, 99 of 1993, 54 of 1996, and 134 of 2000.
Title.
(Grand Lottery) Regulations.
Interpretation.
"Board" means the Board appointed under regulation;
"Director" means the Director of Public Lotto and, to the extent
of the authority given, includes any officer of the Department,
authorised by the Director in that behalf for any purpose of these
regulations;
"draw" means the extraction at random, by physical or
mechanical means, of such letter and, or, numbers which give the
right to the staker of a ticket bearing the corresponding letter and,
or, number so drawn to the prize due;
"Minister" includes, to the extent of the authority given, any
person authorised by the Minister in that behalf for any purpose of
these regulations;
"public officer" has the same meaning as is assigned to it by the
Constitution.
Grand Lottery.

3. (1) A lottery draw, known as the Grand Lottery, shall be
held, as directed by the Minister, on any Sunday of each month of
February, April, June, August, October and December at 12.00
noon, or as soon as possible thereafter, and in such place as the
Minister may from time to time direct. The prizes for such a draw
shall be those set out in paragraph A of the Schedule to these
regulations.
Provided that the Minister may by notice direct that the
European Lottery organised by the European Association of State
Lotteries and Lottos be combined to any one of the Malta Grand
Lotteries and the prizes attached to that European Lottery shall be
those set out in paragraph B of the Schedule to these regulations.
(2) Any one ticket in the Grand Lottery shall be entitled to
only one prize of that Lottery. However, tickets winning a prize in
a Grand Lottery to which a European Lottery has been combined
shall also participate in the draw of that combined European
Lottery.
(3) Notwithstanding the provisions of subregulations (1) and
(2), the Minisiter may, by notice published in the Gazette, increase
the number and, or, value of the prizes or alter the day, time and
place of any particular draw.

Procedure of the 
draw.

4. The draw of the Grand Lottery shall be conducted by the
regulations Board. The draw of the European Lottery shall be
conducted by the organisers of the European Lottery.
Participating 
tickets.

5. (1) All tickets shall be numbered from 00000 to 99999.
(2) For the Grand Lottery there shall be put up for sale two (2)
sets of tickets numbered A.00000 to A.99999 and B.00000 to
B.99999.
(3) All tickets put up for sale, whether sold or unsold, shall
participate in a Grand Lottery and any prizes won by unsold tickets
shall be forfeited, except the first prize, in respect of which first
prize only, further draws as required shall be held on such a date
and at such a time as the Director will determine until it is ensured
that the first prize of the Grand Lottery has been allocated to a sold
ticket.
Time limit for sale 
of tickets.
6. All sale of tickets shall cease at a time and date prior to the
time of the draw to be notified by the Minister in the Gazette. 
Price of tickets. 7. (1) Tickets shall be purchased from the Director and shall
be paid for on purchase.
(2) The price of a Grand Lottery ticket shall be two liri (Lm2).
Sellers and agents shall however pay to the Director one lira and
eighty cents (Lm1.80c) for each Grand Lottery ticket. The Director
shall issue a refund by means of a credit note for each whole sheet
of Grand Lottery tickets returned to him by the seller and, or, agent
not later than the day and time prior to the draw as fixed by the
Director.
(3) The price of a ticket which is sold outside Malta shall be
expressed in foreign currency by the Director who shall also take
into account in such price an amount to cover mailing expenses,
bank charges and other incidental expenses.
Records of tickets 
sold.
8. The Director shall keep a record of all tickets sold in
respect of each lottery.
Bonus to sellers/
agents of lottery 
tickets.
9. The Minister may authorise the Director to pay a bonus or
bonuses to the sellers and/or agents as and when required.
Constitution of 
Board.
10. (1) There shall be constituted a Board, composed of the
Director or his representative as Chairman, a representative of the
Auditor General, a representative of the Accountant General and
such other members as the Minister may from time to time appoint.
(2) The Board shall perform such duties as are specified in
these regulations and such other duties as may be assigned to them
by the Director in connection with the supervision of the lottery.
(3) Three members of the Board, of whom one must be the
Director or his representative, shall form a quorum of the Board.
(4) Each member of the Board shall have one vote, but in the
case of an equality of votes the Chairman shall also have a casting
vote.

11. The Board shall meet during the draw and on such other
dates and time as the Director shall determine. During the draw of
the European Lottery the presence of the Board shall not be

required.
Delivery of 
counterfoils.
12. Before every draw the Director shall deliver to the Board,
for examination -
( a ) all counterfoils of sold tickets;
( b ) all unsold tickets and their counterfoils.
Counterfoils 
received by 
Secretary Gozo 
Affairs.
13. (1) The Secretary for Gozo Affairs shall represent and act
for the Director in Gozo in any matter connected with the lottery.
(2) The Secretary for Gozo Affairs shall transmit to the
Director within such time and in such manner as the latter may
require, all counterfoils of tickets sold in Gozo and all unsold
tickets with their counterfoils.
(3) The Secretary for Gozo Affairs shall keep tickets and
counterfoils in a strong room under his custody.
Board to remain 
responsible for 
counterfoils.
14. The Board shall be responsible for the safekeeping of all
counterfoils delivered to it by the Director under regulation 12 until
one week after the expiry of the validity period of the tickets of
each lottery draw.
Draw to be held in 
public.

15. The draw of the Grand Lottery shall be held publicly at the
office of the Director, or at such other place as may from time to
time be appointed for the purpose by the Minister in the presence of
the Board and of any member of the public present at the time. The
draw of the European Lottery shall be held on such date, time and
at such place appointed by the Body organising the European
Lottery, in which case the presence of the Board is not required.
Validity period of 
ticket.
16. (1) The right of claiming prizes lapses after fifty working
days from the day of draw provided that the Minister may at his
absolute discretion authorise the payment of a prize or part thereof
if the winning ticket is presented after the lapse of the claim period.
(2) If a winner is unable to present the ticket within the period
stipulated of fifty working days, the relevant prize may be paid to
the person whose name appears on the respective stub detached
from the ticket and deposited at the department prior to the draw.
Winning tickets 
and relative 
vouchers to be kept 
by the Auditor 
General.
17. (1) The winning tickets and the relative payment vouchers
shall be kept under the responsibility of the Auditor General.
(2) Where, however, a ticket is exhibited in a court of law, the
Registrar of that court shall be responsible for its custody.

SCHEDULE OF PRIZES
(Regulation 3)
In addition, the Minister may from time to time authorise
additional prizes to be awarded to holders of tickets participating in
any one particular Grand Lottery and/or in a series of Grand
Lotteries.
B. European Lottery
If Malta is declared the winner of the European Prize, that prize
shall be shared equally between the holder/s of the sold winning
ticket/s only having all five (5) digits corresponding to, and in the
same order of, the five (5) digits forming the winning number
drawn in the European Lottery.
If Malta is not declared the winner of the European Prize, each
ticket having all five (5) digits corresponding to, and in the same

FIRST PRIZE: Lm150,000 shall be allotted to the
winning ticket having the letter and all five
(5) digits corresponding to, and in the same
order of, the first number drawn having the
letter and the five (5) digits corresponding
to, and in the same order of, a ticket which
has been sold for that particular lottery.
SECOND PRIZE: Lm10,000 shall be allotted to the winning
ticket having the letter and all five (5) digits
corresponding to, and in the same order of,
the next number drawn following the award
of the first prize.
THIRD PRIZE: Lm1,000 shall be allotted to each of five
(5) winning tickets having the letter and all
five (5) digits corresponding to, and in the
same order of, one of the five numbers
drawn following the award of the second
prize.
FOURTH PRIZE: Lm500 shall be allotted to each of twenty
(20) winning tickets having the letter and all
five (5) digits corresponding to, and in the
same order of, one of the twenty numbers
drawn following the award of the third prize.
OTHER PRIZES: Lm1,000 shall be allotted to each winning
ticket having all five (5) digits
corresponding to, and in the same order of,
the five (5) digits of any one of the numbers
drawn for the award of the first prize; and
Lm 100 shall be allotted to each one of all
winning tickets having all five (5) digits
corresponding to, and in the same order of,
the five (5) digits of any one of all the
numbers drawn for the second, third and
fourth prizes.

order of, the five (5) digits forming the winning number drawn in
the European Lottery shall win a consolation prize of Lm10,000.
