LIBRARY REGULATIONS

LEGAL NOTICE 199 of 2001.
Citation and 
interpretation.
1. (1) The title of these regulations is the Library
Regulations.
(2) In these regulations, unless the context otherwise requires -
"book" means journals, dissertations, newspapers, cartographic
material, microforms, video or audio cassettes, discs, computer
files or other single library items bearing information;
"Director" means the Director, Library Services and includes any
officer in charge of the Library during the absence of the Director;
"Library" means any University premises under the immediate
jurisdiction of the Director, Library Services; and
"Library member" means any person using the Library by virtue
of his eligibility under regulation 3.
Applicability.

Library members.
research to:
( a ) members of the University of Malta, as follows:
(i) members of the Council and of the Senate;
(ii) professors, lecturers and other recognised
teachers;
(iii) examiners for the time being;
(iv) members of the administrative staff;
(v) registered students of the University;
( b ) persons to whom a permit has been issued as
prescribed in regulation 4(1); and
( c ) day visitors. admitted at the discretion of the Director,
who may not borrow books.
Permits.
( a ) registered students of other approved universities or
other institutions of higher education, residing in
Malta;
( b ) persons engaged in study or research requiring books
unavailable in other Maltese libraries accessible to the
public; and
( c ) visiting members of recognised overseas universities,
who may not borrow books.
(2) The Director shall charge an annual subscription fee of

twenty liri (Lm20) for every permit but may, in the case of donors
and occasional users of the Library, waive the fee.
(3) Applications for Library permits shall be made on the form
available from the Director.
(4) Applications under subregulation (1)( b ) require the support
of a person recognised in regulation 3( a )(i), (ii) or (iv), except that
the Director may, at his discretion, accept a recommendation from
a person of professional status resident in Malta.
(5) Applications under subregulation (1)( a ) and ( c ) require a
written recommendation by a recognised overseas institution.
(6) Persons wishing to use the Library may be required to fill
in and sign a form of registration which binds them to observe these
regulations.
Loan of books. 5. (1) At any one time Library members may have in their
possession not more than the number of books specified below:
( a ) a member of the University’s teaching staff: thirty;
( b ) a research student of the University reading for a
higher degree: ten;
( c ) all other Library members: six.
The Director may adjust these allowances at his discretion.
(2) Without prejudice to books issued on short loan or for any
other period shorter than three weeks, the period allowed for loan
for each book is as follows:
( a ) categories ( a ) and ( b ) in subregulation (1): three
months; and
( b ) category ( c ) in subregulation (1): three weeks.
(3) Without prejudice to the provisions of subregulation (14), a
loan may be renewed for a further period or periods; the book must
be brought to the Library for this purpose. The Director may refuse
to renew a loan.
(4) The Director may, at his discretion, restrict book loans to
short or one-week periods. The period for short loans shall be
specified by the Director.
(5) All books required for loan must be presented together
with the Library member’s library ticket at the circulation desk.
(6) In the case of books which have not yet been entered into
the Library computerised system, Library members must sign and
date the loan-card to be found in the pocket of the book. They must
also fill in and sign a loanslip for each book; this must be done by
copying the loan-card.
(7) Loan-slips and loan-cards which are illegible or in any
other way improperly filled in shall not be accepted.
(8) The loan-slip and the date-label in the book must be date-
stamped by a member of the Library staff indicating when a book is
due for return.
(9) Library members returning a book shall wait at the

circulation desk to receive the loan-slip or the computer return
receipt for the book.
(10) The loan-slip or computer return receipt shall be regarded
by the Library Committee as proof of the return of the books. Their
possession or non-possession shall be deemed to settle finally any
question as to whether a book has or has not been returned.
(11) Library members shall be deemed to be in possession of a
book until the loan-slip or computerised borrowing data has been
removed from the Library’s file.
(12) A library book shall not be transferred to another Library
member unless the book is returned and re-issued in the manner
prescribed in these regulations.
(13) Without prejudice to the provisions of subregulation (16),
if a book is retained beyond the official loan-period without
renewal, a charge of twenty cents (20c) per week or part of a week
shall be charged in respect of each book so retained, irrespective of
whether a recall notice has been sent.
(14) Any book which has been on loan for longer than three
weeks must be returned within one week of the dispatch by the
Library of a notice stating that the book is required by another
member.
(15) A charge of fifty cents (50c) per week or part of a week
will be charged commencing one week from the date of such
notice.
(16) When a book has been issued on short loan, or for any
period shorter than three weeks, a fine of twenty-five cents (25c)
per day shall be charged for any period exceeding that for which
the book has been issued. Such charge shall begin to accrue as soon
as the loan period has elapsed and independently of whether a
recall notice has been sent.
(17) Charges owed by Library members in terms of
subregulations (13), (15) and (16) shall not exceed the sum of
fifteen liri (Lm15) per book.
(18) Without prejudice to the provisions of subregulation (20),
any book on the open shelves may be borrowed on application to
the circulation desk, provided that the book shall have been
catalogued, classified and properly processed before being issued.
(19) Any book may be reserved if on loan to another borrower.
(20) The Director may, at his discretion, designate any book a
reference book. Such books may not be borrowed.
(21) Registered students of the University must return all books
to the Library upon termination of their course of studies. The
University may preclude students who do not abide by this
regulation from graduating.
Safekeeping of 
books.
6. (1) Library members who borrow or consult a book are
responsible for its safekeeping, and any form of mutilation of the
book shall be strictly forbidden.
(2) It shall be strictly forbidden to make or erase any mark in a

Library book, make tracings or to turn down the leaves.
(3) I.ibrary members may not use ink while using a Library
book in such parts of the Library as are designated by the Director.
(4) Any reproduction from books, in whatever manner, is
subject to the provisions of copyright law and the permission of the
Director.
(5) Library members shall be required to make good to the
satisfaction of the Director any loss or damage which may occur to
any book or other item of Library property while borrowed, being
consulted or in any way used by them.
(6) Library members shall be held liable for any damages
caused through misuse of computer or any other library equipment.
Behaviour in the 
Library.
7. (1) Silence shall be maintained at all times in the Library.
The use of mobile phones is prohibited.
(2) Smoking, food and drinks are strictly forbidden in the
Library.
(3) The Library staff shall not accept articles for safekeeping.
(4) Bags, cases and parcels are not allowed inside the Library.
Any items shall be made available by users for inspection at
Library exit points.
(5) Subject to the provisions of these regulations, the Director
shall be responsible for the administration and internal discipline of
the Library, and shall be authorised temporarily to exclude from the
Library and from all rights and privileges of membership any
person infringing these Regulations.
(6) Any such exclusions shall be reported at the next meeting
of the Library Committee.
Opening hours. 8. The Library shall normally open on all working days
during hours prescribed by the Library Committee from time to
time.
Deposit of 
dissertations and 
theses.
9. All faculties and institutes shall deposit a copy of their
student dissertations and theses at the Library. The provisions of
copyright law and any embargoes on the use of these dissertations
and theses shall be respected.
Communications. 10. All communications regarding the use of the Library shall
be addressed to the Director.
