SCHEME - SCHEME NO. 19

Citation and 
application.

1. The title of this Scheme is the Ladies’ Hairdressing
Scheme - Scheme No. 19, and it shall apply to the calling of ladies’
hairdressing in any establishment.
Interpretation.
Cap. 343.
"calling" within the meaning and for the purposes of the
Employment and Training Srvices Act, means the calling of ladies’
hairdressing;
Cap. 252.
"customary holidays" means the days (other than Sundays)
declared for the time being to be public holidays by or under the
National Day and other Public Holidays Act;
"Director" means the Director of Labour and includes any officer
of the Department of Labour duly authorised by him in writing to
act on his behalf;
"hours of work" means the time in any day during which
apprentices are at the disposal of the employer exclusive of the
intervals allowed far meals and rest, but inclusive of any period of
instruction specified by the Director and of absence from the place
of business of the employer with the employer’s consent.
Entry 
requirements.
3. No person may be employed as an apprentice under this
scheme unless it is shown to the satisfaction of the Director that
such person has either completed the fourth year of Secondary
School or the full Trade School Course.
Period of 
apprenticeship.
4. The period of apprenticeship and of theoretical and
practical training relative thereto shall be that specified in the
Schedule.
Undertaking by 
employer.
5. An employer engaging apprentices under this scheme shall
undertake to instruct them and to grant them facilities to be
instructed in accordance with the provisions of this scheme.
Classes of 
instruction.
6. (1) The Director may specify, by notice given in writing to
the employer, such classes of instruction which apprentices
employed under this scheme shall attend, which instruction shall
not take up obre than ten hours in any one week.
(2) Any employer so notified shall afford to any apprentice
employed under this scheme facilities for attending such classes of
instruction throughout the period of apprenticeship.
(3) Where any apprentice fails to attend any class of
instruction on any day without just cause, the employer shall be
entitled to make such deduction from the wages of the apprentice as
is equivalent to one-twelfth of the weekly rate in respect of each

half day, or part thereof, of default:
Provided that when the apprentice is conditioned to a five
day week, such deduction shall be at the rate of one tenth of the
weekly rate in respect of each half day, or part thereof, of default.
Hours of work.

7. The hours of work of apprentices shall not exceed the
ordinary hours applicable to the employer’s establishment in
accordance with the provisions of the Employment and Industrial
Relations Act:
Provided that an employer may engage an apprentice on
overtime with the prior approval in writing of the Director who
may, in granting such approval, impose such conditions as he may
deem fit. The rates of remuneration for overtime work shall be
those specified in the wage regulation order applicable to the
establishment.

8. The minimum weekly remuneration payable to apprentices
under this scheme shall be the following:
Provided that an apprentice shall not be automatically
entitled to payment of the relevant higher wage rate unless, in the
opinion of the Director, he has maintained satisfactory progress.
Weekly rest. 9. Apprentices shall be granted one whole day of rest in every
calendar week.
Holidays. 10. Apprentices shall be entitled, in every calendar year, to -
( a ) all customary holidays with full pay, and
( b ) after three months in employment, vacation leave of
such number of working days with full pay as is
equivalent to the number of working days as that
particular apprentice should normally attend to work
during a period of four weeks:
Provided that -
( a ) all appmentices who have been in employment for less
than one year shall be entitled to such part of the said
vacation leave as is in proportion to the number of
months in employment; and
( b ) vacation leave may not be availed of on any day when
the apprentice is required to attend school for
theoretical instruction.
Sick leave.

11. After completing the first six months of apprenticeship,
apprentices shall be entitled to twenty days sick leave on full pay in
every calendar year less any sickness benefit to which they may be
entitled under the Social Security Act, so however that a medical
certificate certifying incapacity for work covering the period of

absence is produced to the employer, who may require his medical
practitioner to examine the apprentice.
Bereavement 
leave.
12. Apprentices shall be allowed two days paid leave on the
occasion of the death of any of the following: the wife, husband,
mother, father (or the person who at the time was in fact acting as
mother or father as the case may be), son, daughter, brother and
sister of the apprentice.
Injury leave.

13. An apprentice shall be entitled to one year injury leave on
full pay less the full amount of any injury benefit to which an
apprentice may be entitled in terms of the Social Security Act, if he
is injured during the actual discharge of his duty and such injury is
not due to coutributory negligence on his part or to contravention
by him of safety rules laid down by the management.
SCHEDULE
Calling of Ladies’ Hairdressing
1. (1) The period of apprenticeship in the calling of
Hairdressing shall be of four years.
(2) Such period shall be divided into four phases of twelve
months each.
2. During each one of the phases, the apprentice shall be
given the theoretical and practical training hereunder specified.
3. The suggested aim of the course based on this syllabus is to
develop in the student the rudiments of all the technical and social
skills necessary for the provision of a high level of hairdressing
service.
4. Efficiency, economy and safety should be emphasised
throughout the course.
PHASE 1: First year
Social skills.
attention to the developanent of the correct professional attitude,
manners, deportment, appearance, speech, social behaviour, the
correct approach to the client and customer relationship.
Technical skills.
working tools and salon equipment. Practical applications of salon
hygiene. The preparation of the salon far each working day,
including checking the following: Cleanliness of the room and
equipment, sterilization, and supply of commodities.
Shampooing.
emphasis on the comfort of the client. Knowledge of yypes of
shampoo preparations, soap and soapless detergents, spirit and
medical shampoos. Selection of appropriate shampoos. Reasons for
choice and methods of application.
Science.
detergents and their action as cleansing agents. Detrimental effects
on the skin of repeated contact with soap and soapless detergents.

PHASE 2: Second year
Haircare. 1. Conditioning processes. An understanding of hair care and
hair and scalp conditions. Selection and application of appropriate
conditioning processes, including the use of scalp steamers,
suitable massage by hand.
2. Waving, curling and setting. All methods of waving,
curling and setting. Current uses of heated irons and rollers. Finger
waving techniques. Blow styling techniques. Production of all
types of curls secured by clips, with emphasis on stem direction.
Planned roller setting. Selection and application of chemical setting
and dressing aids. Choice of hairstyle, consideration of the shape of
head and face, quantity and quality of hair.
PHASE 3: Third year
Hair colouring. 1. "Structure": The structure and properties of hair. An
understanding of the products and techniques used in any form of
waving, colouring, curling, straightening, colouring, lightening or
bleaching proceess. The use of conditioning treatments setting and
dressing aids with their cosmetic effects. Reasons for taking hair
and skin test and precautions.
2. "Bleaching" and "Colouring": Theory and practice of all
methods of bleaching and colouring. Selection of appropriate
colour and materials. Precautions, tests, adjustments and
modifications.
Permanent waving. 3. Theory and practice of all methods of permanent waving in
current use. Selection of equipment and materials appropriate to
conditions. Texture and style. Precautions, tests, adjustments and
modifications.
Brushing and 
combing.
4. (1) "Dressing out": All methods including brush dressing.
Control and manageanent of long hair. Uses of lacquers and
dressing aids.
(2) "Styling": Planning and execution of a variety of day
styles. Consideration of dress and occasion.
Science. 5. (1) The suggested aim of courses based an this syllabus is
to develop in the student an understanding of the apparatus,
products and chemicals used in hairdressing and an awareness of
the general scientific principles that underlie the functioning of the
environment in which he works.
(2) Stress should be laid on the observance of safe practice in
all areas of work throughout the course.
(3) Suitable practical experiments should be carried out
throughout the course.
6. The sources and effects of light. The visible spectrum.
Direct and indirect illumination. Light for salon illumination and
its effects on hair colour.
7. The structure and properties of hair. Knowledge of the
physical and chemical changes which hair undergoes during -
( a ) any form of waving, curling, straightening, colouring,

lightening or bleaching, and
( b ) conditioning treatments and during the use of setting
and dressing aids: the effects of humidity.
8. Relevant properties of chemicals used in the salon, safe
handling, effects on hair structure and skin. Knowledge of tension
effects due to winding hair under differing conditions.
PHASE 4: Fourth year
Hair cutting.

graduating, tapering and thinning and children’s hair cutting.
Pastiche.
Introduction to colour matching, measuring and fitting. Cleaning,
setting, dressing and attachment of pastiche.
