USE OF FRANKING MACHINES REGULATIONS

Citation.
Machines Regulations.
Interpretation.
"franking machine" means any machine used to denote duty on
documents by a mechanical impression thereon;
"licence" means a licence issued in terms of regulation 4;
"licensee" means the person to whom a licence is issued under
these regulations to operate a franking machine.
Use of licensed 
franking machines.
3. No person shall use a franking machine unless -
( a ) it is of a type approved by the Commissioner; and
( b ) a licence for the use thereof has been issued by the
Commissioner.
Conditions for use 
of franking 
machine.
4. On a written application by any person for the use of a
franking machine, the Commissioner may issue a licence thereof
subject to such conditions as he may deem fit.
Proper use of 
franking machine.
5. (1) A franking machine licensed under these regulations
shall not be tampered with in any way nor shall the seal thereof be
broken except by or on the instructions of the Commissioner.
(2) If such a machine ceases to function properly its use shall
forthwith be discontinued and the licensee shall immediately
inform the Commissioner.
(3) Moreover such machine shall be open to inspection at any
reasonable time by the Commissioner or any officer duly
authorised by him to that effect.
Impressions made 
by franking 
machines to be 
legible.
6. Impressions denoting payment of duty made by a franking
machine licensed under these regulations must be clearly legible to
the satisfaction of the Commissioner.
Licensee to make 
good loss of 
revenue.
7. The licensee of a franking machine shall make good to the
Commissioner any loss of revenue arising from failure of the
franking machine to record the impression denoting payment of
duty.
Penalties.
regulations shall be liable to a penalty not exceeding five hundred
liri, or to the revocation of the licence, or to both.
