PUBLIC TOMBOLAS REGULATIONS 
21st March, 1946
GOVERNMENT NOTICE 98 of 1946, as amended by Government

2. In these Regulations -
"Director of Public Lotto" includes any person authorised in
writing by the Director of Public Lotto;

Participation in 
public tombolas.

3. Participation in public tombolas shall be only by means of
tickets or cards acquired for the purpose in accordance with these
Regulations:
Provided that where exemption from duty has been granted
by the Director of Public Lotto under the proviso to article 11 (2) of
the Ordinance, the use of such tickets or cards shall be dispensed
with.
Purchase of 
tombola tickets.

4. Tombola tickets shall be purchased from the Director of
Public Lotto, on a written application for this purpose having been
made on Form A contained in the Schedule to these Regulations.
Tickets so purchased shall not be transferable except as prescribed
in regulation 6.
Unsold tickets.

5. Allowance may be claimed in respect of unsold tickets, on
a written application being made to the Director of Public Lotto on
Form B contained in the Schedule to these Regulations. No
allowance shall be made unless the tickets in respect of which such
allowance is claimed bear consecutive numbers, and unless they are
undefaced and undetached from the book and have been purchased
within the period of four months immediately preceding the
application.
Issuing of tickets.

6. (1) Tickets shall be issued to the stakers whole and
defaced. The staker admitted to the tombola shall present the ticket
when requested to do so by the Director of Public Lotto in the same
condition, whole and defaced.
(2) The defacement shall not be considered complete unless the
defacing impression shows in a clear and distinct way and in such a
manner as not to be easily obliterated, the name of the club or
association, the date of holding of the tombola and the serial
number of the event in respect of which the ticket has been sold.

7. Applications for the grant of  a  permission to hold tombolas
or lotteries shall be filed only once  a  month in the office of the
Public Lotto on Form C contained in the Schedule not later than the
last day of the month preceding the event or events in respect of
any event or events due to be held between the sixteenth day of the
month immediately following and the fifteenth day of the next
following month:
Provided that the Director of Public Lotto may grant
permission to hold such tombolas or lotteries if applications are
filed not less than seven days before the event or events are due to
take place and on payment by  the  applicant of a fee of two liri.

8. (1)  In the case of tombolas or lotteries exempted from
duty by the Director of Public Lotto under the proviso to article 11
(2) of the Ordinance,  the  permits shall be granted for each
particular tombola or lottery, and the number thereof shall not
exceed two per month:
Provided that in the case of tombolas wherein the stake
does not exceed four mils per card of six tickets, each ticket
comprising fifteen selected from numbers 1 to 90, the holding of a
number of such events on one and the same date during specified
hours of the day, shall, for the purpose of this regulation, be
deemed to be one tombola or lottery.
(2) In the case of tombolas or lotteries on which duty is
leviable, permits may be granted for a period of two months to be
availed of on specified days of the week and during specified hours
of the day provided that the number of events on any one day shall
not exceed the limit specified in the permit:
Provided that in the case envisaged in the proviso to article
11 (4)  of the Ordinance permits may be granted for such period of
time as the Director of Public Lotto may at his discretion
determine.

9. (1) Persons authorized to hold tombolas or lotteries shall
keep a register showing the serial number of tickets sold for each
tombola, the aggregate value of the stakes, the percentage retained
by the club or association and the amount paid in prizes. Such
register shall be kept in the custody of the applicant and shall be
liable to inspection at any time by the Director of Public Lotto.
(2) Persons authorised to hold tombolas or lotteries shall
furnish to the Director of Public Lotto not later than the sixth day
of every month and, if this happens to be a public holiday, on the
first following working day, a statement showing, in respect of the
preceding month, the number of events held, the serial numbers of
the tickets sold, the aggregate value of the stakes, the percentage
retained by the club or association, and the total amount paid in
prizes.

10. In the case of tombolas subject to duty, there shall be paid
as a first claim against the takings, after deduction of duty, not
more than twelve point five per cent to the club and the balance in
prizes to the winners on the following basis, namely one-fifth to the

winner of the "line", that is five numbers drawn in a horizontal row
of the ticket, and four-fifths to the winner of the "house", that is all
fifteen numbers on the ticket.
Entitlement to 
exemption.
11. In no case shall clubs, societies or associations holding
tombolas by means of tickets acquired under these Regulations be
entitled to benefit by the exemption allowed under the proviso to
article 11 (2) of the Ordinance and the use of tickets shall
automatically revo ke  any exemption granted.

12. At every place where public tombolas are held with tickets
acquired under these Regulations there shall be exhibited in a
prominent place an extract in bold type from these Regulations
embodying regulations 6, 9 and 10. Such extracts are obtainable
from the Director of Public Lotto.
Wooden board

13. A wooden board measuring not less than one point two
metres by one point two metres, painted black and showing in
white letters the following particulars in respect of each tombola,
shall be kept in a conspicuous place easily accessible to all these
taking part in the game, viz:

14. (1) The tombola shall be played by means of the numbers
from 1 to 90 thrown consecutively into a spherical drum one at a
time in the presence of those ready to take part in the game. The
numbers shall be drawn at random with a short interval between
each number drawn until the win of the "line" is secured, and
thereafter proceeded with as previously mentioned until the win of
a "house" is secured.
(2) All the numbers shall be returned to the drum in a similar
manner after the checking of the wins and before the next event is
proceeded with.
(3) The numbers and other appliances used shall satisfy the
requirements of the Director of Public Lotto and shall be liable to
inspection by the Director of Public Lotto at any time.
