CHAPTER 30
CARRIER-PIGEONSORDINANCE
To make provision respecting carrier-pigeons.

Short title.

Introduction of 
carrier-pigeons 
into Malta.

2.   The introduction into Malta of carrier-pigeons, whatever
the use for which they are intended, shall only be permitted from
those foreign countries with which the Government of Malta has
entered into any convention for the mutual and equal treatment of
such birds.
Licence to 
establish pigeon 
lofts.

3.   It shall not be lawful to establish and to maintain carrier-
pigeon lofts or to receive carrier-pigeons without a licence from the
Minister responsible for the Police.
Notice to be given 
to the police.
4.   Every person who receives from abroad any carrier-pigeon
shall, within two days, notify the fact to the Commissioner of
Police, giving him the name of the country of origin.
Tossing of 
pigeons.
5.   The tossing of carrier-pigeons of foreign origin, or of
carrier-pigeons coming from foreign countries, shall be permitted
only if the birds come from one of the countries referred to in
section 2.
Localities where 
flying can take 
place.

6.   The flying of carrier-pigeons may only take place in such
localities as shall be appointed by the Minister responsible for the
Police and under the control of a Police officer deputed in that
behalf by the Minister responsible for the Police.

7.   The Minister responsible for the Police may forbid every
flight of carrier-pigeons which he has reason to suspect, or which
appears to be in contravention of the provisions of sections 2 and 5

8.   The Minister responsible for the Police may also, in
special circumstances, either forbid the importation and
conveyance of foreign pigeons, or establish the conditions under
which such importation may be permitted.
Powers of Police.
to an Inspector to order the production, for inspection by him, of
any pigeons intended for flying purposes, whatever may be their
origin or the object of their training, whether used for shooting or
belonging to special homing pigeon lofts, and, in any case, to mark
the pigeons with a special stamp or to seize the same.

Penalties. 10.   Any person offending against any of the foregoing
provisions shall be liable, on conviction, to a fine ( ammenda ) or to
detention. The court may also order that the loft be closed.

11.   Whosoever shall employ any carrier-pigeons in a manner
prejudicial to the safety of the State shall be liable on conviction, to
imprisonment for a term from three months to two years.
