SHOEBLACKS REGULATIONS
9th November, 1900

2. No person shall be allowed to exercise the trade of
shoeblack without a licence from the Commissioner of Police.
Metal badge.

3. Besides the licence, the Police shall furnish every
shoeblack, on payment of the fee prescribed under the Police
Licences Act, with a metal badge, of a circular form, and of the size
to be prescribed by the Commissioner of Police, bearing the word
“Shoeblack” and the number of the licence engraved on the
obverse, and having on the reverse a hook for the purpose of
fastening it to the breast or arm. 
Transfer of badge.
exchanged with, sold, or otherwise transferred to another shoeblack
or any other person.
Wearing of badge.
satisfaction of the Commissioner of Police, and shall wear the
badge attached to his breast or arm.
Place where trade 
is exercised.
6. The place where each shoeblack who chooses to exercise
his trade in Valletta and will have to be stationed shall be set out in
the licence, and under no pretext shall he stop or exercise his trade
elsewhere or outside coffee-houses, shops, or other establishments
or private premises where he may have been called by the occupier
thereof.
Annoyance of 
others.
7. Shoeblacks are strictly forbidden to annoy persons in
coffee-houses, in the street or elsewhere, by asking for work either
personally or by means of others.

8. Any person found guilty of an infringement of any of the
provisions of these Regulations shall be liable, on conviction, to
the punishments established under the Code of Police Laws.
