9. No collector shall importune any person to the annoyance
of such person.

10. No collection shall be made for any charitable purpose
without a permit from the Commissioner of Police, which permit
shall be granted by the Commissioner if he is satisfied by the
certificate of an advisory committee (appointed by him and
approved by the President of Malta) or otherwise, that the
collection is made in good faith, and solely for the purpose of the
charity. Application for a permit should be made not later than the
first day of the month preceding that month in which it is proposed
that the collection shall be held.
