BAKERS’ LICENCES REGULATIONS
19th January, 1980

Title.
Regulations.
Interpretation.
requires- 
"bread seller" means a person who sells, distributes or delivers
bread to the public;
"baker" means a person who produces or manufactures bread for
sale to the public, or who employs or makes any arrangements with
any other person to produce or manufacture bread for such sale;
"licence" means a licence issued under these regulations, and
"licensed" shall be construed accordingly;
"Minister" means the Minister responsible for trade and includes,
to the extent of the authority given, any person authorised by the
Minister in that behalf for any purpose of these regulations.
Licences.
unless he is in possession of a licence issued by the Minister
authorising him so to act.
(2) No baker shall produce or manufacture any bread which is
not of the type which he is licensed under these regulations to
produce or manufacture; and no bread seller shall sell, distribute or
deliver any bread which is not of the type which he is licensed
under these regulations to sell, distribute or deliver.
(3) Any such licence shall remain valid for the period for
which it is issued or renewed, or until it is withdrawn by the
Minister, whichever is the earlier date; and if no period is
mentioned in the licence or in any renewal thereof it shall, unless it
is earlier withdrawn as aforesaid, expire at the end of one year from
its issue or renewal.
(4) The Minister may, in issuing such a licence, attach thereto
any condition or conditions as he may deem fit.
(5) The Minister shall have the right at any time to withdraw
any licence issued under these regulations, and in particular if he is
satisfied that any of the conditions of the licence have not been
observed.
(6) A licence issued by the Minister under these regulations
shall not exempt the holder from the requirement of having any
other licence under any other law.
Availability of 
bread.
4. (1) Every baker and every bread seller shall, during normal
selling hours for bread, have available for sale to the public

reasonable quantities of the types of bread in respect of which he is
licensed under these regulations, in such types and weights as may
be specified by the Minister in the licence or by order in the
Gazette.

(2)  No baker and no bread seller shall sell bread at a price
exceeding that fixed from time to time under the Control on the
Sale of Commodities Regulations.
Penalties. 5. (1) Any person who contravenes or fails to comply with
any of these regulations or any condition attached to any licence
issued under these regulations shall be guilty of an offence against
these regulations and shall, on conviction, be liable to a fine
( multa ) of not less than fifty liri but not exceeding two hundred liri
or to imprisonment for a period of from fifteen days to two months
or to both such fine and imprisonment. The Court shall, moreover,
on conviction, cancel the relative licence of the offender.
(2) Offences against these regulations shall be deemed to be
contraventions:
Provided that proceedings in respect of an offence against
these regulations may be commenced at any time within one year
from the commission of the offence.
