INSIGNIA (OFFICE OF MAYORS) RULES

GENERAL PROVISIONS

in the First Schedule to the Local Councils Act;
"cities" means the first eleven localities listed in the First
Schedule to the Local Councils Act;
"coat-of-arms" means the coat-of-arms assigned to each locality
in terms of article 74 of the Local Councils Act;
"locality" means an area within set boundaries as designated in
the Second Schedule to the Local Councils Act;
"Mayor" means the Mayor of a Council elected in accordance
with article 25 of the Local Councils Act;
"Secretary" means the person occupying the post of secretary of
a Local Council in accordance with the Local Councils Act;
and expressions occurring also in the Act or in the Local Councils
Act have the same meaning as they have in the respective Acts.
INSIGNIA
Insignia.
consist of medals as follows:
(1) For Mayors of the capital or former capitals -
A Neck Badge in the form of an oval silver gilt wreath
of oak-leaves bound at the top and bottom as well as in
the middle of the two sides, measuring 57mm from top
to bottom, having superimposed on it the respective
silver gilt and enamelled coat-of-arms and mural
coronet of the capital or former capitals. The Neck
Badge shall be suspended from an 18mm wide black
riband having a moire effect.
(2) For Mayors of the other cities -
A Neck Badge in the form of an oval silver gilt wreath
of oak-leaves bound at the top and bottom as well as in
the middle of the two sides, measuring 57mm from top
to bottom, having superimposed on it the respective
silver gilt and enamelled coat-of-arms and mural
coronet of the city. The Neck Badge shall be

suspended from an 18mm wide black riband having a
moire effect.
(3) For Mayors of the other localities -
A Neck Badge in the form of an oval silver gilt wreath
of oak-leaves bound at the top and bottom as well as in
the middle of the two sides, measuring 57mm from top
to bottom, having superimposed on it the respective
silver gilt and enamelled coat-of-arms of the locality.
The Neck Badge shall be suspended from an 18mm
wide red riband having a moire effect.
WEARING OF INSIGNIA
Wearing of 
insignia.
4. (1) The Neck Badge of a Mayor shall be worn suspended
from the riband around the neck:
Provided that where the Mayor of a locality is a lady, the
Neck Badge may be worn on the left side of her clothing with the
riband fashioned into a bow with tails.
(2) Neck Badges shall be worn whenever appropriate but only
within the locality of the respective Mayor:
Provided that such Neck Badge may be worn in other
localities whenever an invitation to that effect has been issued by
the Mayor of such other locality or localities:
Provided further that such Neck Badge may also be worn at
State or National occasions where such insignia is prescribed:
Provided further that such Neck Badge may also be worn in
other countries whenever an invitation to that effect has been
issued by the Mayor of the city, town or village where such
function is to be held.
Lapel badges. 5. On appropriate occasions lapel badges denoting the
insignia may be worn as follows -
(1) Mayors of the capital or former capitals: a silver gilt
mural coronet, similar to that on the coat-of-arms, on a
rosette 10mm in diameter, made of black fabric;
(2) Mayors of the other cities: a silver gilt mural coronet,
similar to that on the coat-of-arms, on a rosette 10mm
in diameter, made of black fabric;
(3) Mayors of the other localities: a silver gilt shield on a
rosette 10mm in diameter, made of red fabric.
PROTECTION OF INSIGNIA
Property of 
insignia.
6. (1) The insignia shall remain the property of the respective
Local Council and shall, for the duration of the term of office, be
entrusted to the care of the Mayor.
(2) On the expiration of the term of office the Secretary shall
be responsible for making the necessary arrangements for such
insignia to be returned by the Mayor.
Insignia, etc., to be 
worn by authorised 
persons.
7. The insignia of office of a Mayor, as well as the lapel
badges denoting such insignia, may only be worn by persons

holding the office of Mayor, and such Mayor may only wear the
appropriate insignia established by these Rules.
