PUBLIC COLLECTIONS REGULATIONS

2. In these regulations, expressions defined by the Public
Collections Act have the same meaning assigned to them by that
Act.
Application for a 
licence.
3. (1) Applications for a licence for a public collection shall
be obtainable from the Police General Headquarters and shall be
filed with the Commissioner not later than fifteen days prior to the
date of the proposed collection.
(2) No such application shall be accepted unless it is
accompanied by a list of the proposed collectors containing their
names, addresses and age.
Duties of 
promoter.
4. A promoter shall -
( a ) issue a certificate of authority to every collector
authorising him to act as such, which certificate shall
be in the form set out in the First Schedule, and which
shall be obtainable from the Police General
Headquarters;
( b ) deliver to every collector a collector’s badge which
shall be in the form set out in the Second Schedule and
which shall be issued by the Commissioner;
( c ) on the termination of the collection, or if the relative
licence has been revoked, on such revocation, return
all certificates of authority and badges to the
Commissioner;
( d ) exercise all due diligence to ensure that the provisions
of these regulations are being observed.
Eligibility of 
collectors.
5. No person shall act as collector, unless -
( a ) he is fourteen years of age or over;
( b ) he has been approved to act as such by the
Commissioner;
( c ) he is in possession of a certificate of authority issued
by the promoter;
( d ) he is in possession of a badge issued by the
Commissioner.
Duties of collector.
( a ) act in such a manner as to cause or is likely to cause
any inconvenience, annoyance or obstruction to other
persons;

( b ) visit a house which has already been visited by him or
by another collector, for the same collection;
( c ) act as such in the same place as another collector
unless a distance of not less than thirty metres is kept
between one collector and another;
( d ) use any musical instruments, loudspeakers or any
other device capable of amplifying sound without the
express permission of the Commissioner; and
( e ) visit any Government establishment unless a special
permit in writing has been previously obtained from
the Administrative Secretary.
(2) Every collector shall -
( a ) wear the collector’s badge on the left breast at all
times during the collection;
( b ) produce, on demand by any police officer or by any
occupant of a house visited by him for the purpose of
the collection, his certificate of authority;
( c ) be responsible for the safe custody of his certificate of
authority and his badge and shall return the said
certificate and badge to the promoter immediately
after he has ceased to be a collector; and
( d ) obey any order given on the spot by a police officer.
Deposit of 
proceeds in a bank 
account.
7. All proceeds from any collection are to be deposited in a
bank account in the name of the organising body and any
disbursements or payments are to be made, as much as practicable,
by cheque from the said account.
