GOVERNMENT INSTANT LOTTERIES 
REGULATIONS
15th December, 1995

Title.
Lotteries Regulations.
Interpretation.
"agent" means a person who is authorised by the Director to sell
tickets of the Government Instant Lotteries;
"Department" means the Department of Public Lotto;
"Director" means the Director (Lotteries) and to the extent of the
authority given, includes any officer of the Department authorised
by the Director in that behalf for any purpose of these regulations;
"game" means a Government Instant Lottery;
"Minister" means the Minister responsible for finance and
includes, to the extent of the authority given, any person authorised
by the Minister in that behalf for any purpose of these regulations;
"staker" means the person in possession of a valid ticket
participating in the Government Instant Lotteries;
"ticket" means the ticket printed for the purpose and bearing the
following information:
( a ) a ticket registration number which is covered and
overprinted "void if removed", and which enables the
Director to identify winning tickets participating in the
game, and
( b ) the stake paid for the ticket;
"ticket number" means the number on each ticket which is
covered and which validates the ticket.
Workings of the 
game.
3. The object of a staker is to purchase an instant lottery
ticket from one of the authorised agents. A winning is made by
scratching the areas covered by an opaque erasable mask as
indicated on the ticket itself and finding three or more matching
spots indicating the prize won.

(2) A copy of these regulations shall be available for public
viewing at the Department.

(2) The tickets participating in the games shall only be those
put up for sale by the Department.
(3) Any ticket that is altered, misprinted, incomplete,
mutilated, defaced, defective, illegible or stolen, or if any portion
of the numbers in the panels is tampered with, or if the ticket is
defective in any other manner, it may be judged void at the
complete discretion of the Director, whose decision is final and
therefore cannot be contested.
(4) The covering on the "Void if Removed" panel must be
intact upon presentation of the ticket for validation unless
otherwise determined by the Director.
(5) Liability, if any, for a ticket declared void is limited to
replacement of ticket.
(6) Winning tickets must pass all additional confidential
validation tests of the Department.
Commission rates 
and bonus to 
agents.
6. (1) The commission rates on sale of tickets to agents by the
Department shall be of ten  per centum  of the value of each ticket.
(2) The Minister may authorise the Director to pay a bonus or
bonuses to agents as and when required.
Allocation of Prize 
Funds.
7. The Prize Fund shall consist of not less than fifty  per
centum  of the amount made up of the selling value less commission
of one million tickets. Such Prize Fund is to be made up of various
prizes depending on the structure of the game.
Notice of 
winnings. 
8. The right of claiming winnings shall be barred by the lapse
of one year from the date of sale by the Department to its agents of
the last ticket of a batch of one million tickets, and a claim so
barred shall not be entertained by the Director:
Provided that if the last day of a claim period falls on a
Sunday or public holiday, the period shall be extended until the
first following working day.
Winning tickets. 9. Payment is made by the Department to the holder of a valid
winning ticket on presentation of such ticket. Such payment shall
absolutely discharge the Department of all its obligations.

10. (1) All moneys received from the sale of tickets under
these regulations shall be paid into the Treasury and shall be
credited to an account to be kept in that Department to be styled
"Instant Lotteries Fund".
(2) There shall be paid out of the Instant Lotteries Fund,
without the necessity of any further appropriation other than these
regulations, the prizes incorporated in the prize fund, the expense
of administration and all other charges connected therewith; and
the balance shall be directed to pursue in a humanitarian and
meritorious way objectives of a social and civic nature as may be
directed by the Minister after consultation with an Advisory Board
appointed by him for the purpose:
Provided that thirty-five  per centum  (35%) of the net
balance shall be allocated to promote and enhance objectives of a
sports nature as may be directed by the Minister, after consultation

with the Advisory Board and with the Minister responsible for
sport.
Appointment of 
agents.
11. (1) The Director may receive applications in such form as
he may from time to time determine from persons desiring to be
appointed as an agent for the purpose of selling tickets in the games
conducted by the Department under these regulations.
(2) The Director shall consider such application and may
accept or reject such application without being liable to give any
reason therefore.
(3) The Director may impose any conditions on the agents
deemed necessary from time to time.
