POSTGRADUATE DIPLOMA IN INCLUSION AND 
SPECIAL EDUCATIONAL NEEDS COURSE 
REGULATIONS

Citation and 
interpretation.
1. (1) The title of these regulations is the Postgraduate
Diploma in Inclusion and Special Educational Needs Course
Regulations.
(2) In these regulations, unless the context otherwise requires -
"the Board" means the Board of the Faculty of Education;
"the course" means the course of studies leading to the Diploma;
and
"the Diploma" means the Postgraduate Diploma in Inclusion and
Special Educational Needs.
Applicability.
October 2002 or later.
Eligibility for the 
Diploma.
3. To be eligible for the award of the Diploma, students must:
( a ) be registered as regular students in the course in terms
of the Admission Regulations of the University;
( b ) successfully complete the course and satisfy any other
requirements prescribed in these regulations; and
( c ) satisfy any other requirements prescribed in any other
relevant statutes, regulations and bye-laws of the
University.
Special course 
requirements and 
selection of 
applicants.
4. (1) Applicants may be registered for the course according
to the provisions of these regulations, if they:
( a ) possess a Bachelor of Education (Honours) degree or a
Postgraduate Certificate in Education or any other
equivalent teaching qualification recognised by the
Board; and
( b ) are serving teachers in a recognised primary and/or
secondary school and have been doing so for at least
one year; and
( c ) through an interview, satisfy the Board that they have
the necessary qualifications to follow the course,
including:
(i) professional aptitude and disposition;
(ii) knowledge of inclusion and special educational
needs; and
(iii) experience of working with children and young
persons with disability.

(2) The Board shall recommend to Senate the number of
applicants that may be allowed to register for the course and
whether these may be drawn from the primary and/or secondary
sectors, depending on the availability of resources. The number of
available places shall be announced at. the time of the call for
applications.
(3) If there are more eligible applicants than the number of
places available, applicants shall be selected on their performance
in the interview.
Course duration. 5. (1) The course shall extend over a period of two years of
part-time study.
(2) In special circumstances, the Board may allow students to
complete the course in a maximum of three years.
Course of studies. 6. (1) The course of studies shall consist of the following
components:
( a ) study-units in the following areas of study:
First Year:
Inclusion principles and attitudes
Life skills
Access to the curriculum
Support coordination; and
Second Year:
Organising support networks
Understanding and catering for students’
individual educational needs
Research skills; and
( b ) Practice Placement periods, which shall be assigned 2
credits in the First Year and 3 credits in the Second
Year.
(2) The Board shall draw up a catalogue of study-units. The
catalogue shall indicate the code, title, description and type of each
study-unit, the credits assigned to each study-unit, which study-
units are compulsory, and the methods of teaching and assessment.
The Board shall publish the catalogue for the course prior to its
commencement, following the approval of Senate.
Assessment and 
progress.
7. (1) Students shall be considered to have satisfied the
assessment criteria of the course if they obtain:
( a ) 25 credits assigned to the study-units; and
( b ) 5 credits assigned to the practice placements.
(2) Credits shall be assigned according to the following grades
in descending order of merit: A+, A, B+, B, C+, C, D+ and D.
Failure shall be indicated by F. Incomplete work due to justifiable
reasons (illness, approved absence, etc.) shall be indicated by I. In
all other cases the results of uncompleted study-units shall be
indicated as F. Regular attendance is obligatory for all study-units
registered for. In the case of absence for a reason the Board
considers valid, it may allow students to proceed with the course

provided that alternative arrangements are made to make up for the
missed lectures.
(3) Students who fail in the assessment of a study-unit shall be
allowed a re-assessment once only, within the provisions of
regulation 5(2). If successful, the maximum grade that may be
awarded shall be grade D.
(4) If after re-assessment, students do not obtain the required
credits, they shall be required to withdraw from the course.
(5) To proceed to the second year of the course, students must
obtain 15 credits, which must include the 2 credits assigned to the
practice placement.
(6) Students who satisfy the requirements of subregulation (5)
but opt not to continue to the second year of the course shall be
awarded a Postgraduate Certificate in Inclusion and Special
Educational Needs.
Practice 
placements.
8. (1) The practice placements shall extend over four weeks
in the First Year and six weeks in the Second Year and shall take
place in the school where the students are posted.
(2) Students who fail any practice placement shall be allowed
to repeat it once, within the provisions of regulation 5(2). This shall
be carried out within the first three months of the following
academic year. If successful, the maximum grade that may be
awarded shall be grade D.
Final grading.
obtain 30 credits, which must include the 5 credits assigned to the
practice placements.
(2) For the purpose of computing the final classification, each
assessment component (study-units and practice placements) shall
be weighted in proportion to the number of credits assigned to it.
(3) The names of students who qualify for the award of the
Diploma shall be published in a list in alphabetical order as
follows:
Pass with Distinction
Pass.
