PORT (PASSENGER SERVICE CHARGE) 
REGULATIONS

Interpretation.
( a ) "departing passenger" means a passenger who is about
to leave a port by ship for a destination outside Malta
other than in a military ship, but does not include -
(i) a passenger in transit on a tourist vessel;
(ii) a passenger who has arrived in Malta on a ship
and departs from Malta on a ship on the same
day of arrival;
( b ) "tourist vessel" means any vessel which is specifically
and exclusively intended for use by persons travelling
for recreation, pleasure or culture, provided that the
vessel does not embark or disembark passengers other
than passengers who are only in transit.

3. ( a ) For the services and facilities provided for departing
passengers at a port, there shall be payable to the
Authority by the ship owner or ship’s master or agent,
as the case may be, a fee of fourteen liri in respect of
each departing passenger commencing a voyage from
Malta and who does not return on the same day of
departure (day-return trip) and a fee of four liri in
respect of each other passenger embarking on his ship.
( b ) For the services and facilities provided for a tourist
vessel at a port, there shall be payable to the Authority
by the ship owner or the ship’s master or agent, as the
case may be, a fee of two liri in respect of each
passenger aboard such vessel.
