SWILL CONTROL REGULATIONS

Title.
Interpretation.
requires- 
"Director" means the Director responsible for the veterinary
service and includes any officer of the department duly authorised
by the Director to act on his behalf;

"raw swill producers" means hotels and catering establishments
as defined in the Hotels and Catering Establishments Act, and
includes tourist villages, holiday complexes, aparthotels, guest
houses, snack bars, take-away premises and mobile and fixed
kiosks and any other outlet of swill production such as from any
established authorities, institutions, hospitals, abattoirs, meat and
fish cutting and processing plants and hatcheries.
Collection and 
feeding of swill.
3. (1) No person shall collect or transport swill unless so
authorised by the Director.
(2) No person shall feed swill to animals unless it is cooked
swill supplied from an authorised swill cooking plant.
Licence to collect 
or transport swill.
4. (1) A licence to collect and transport swill may be granted
by the Director after receiving an application in the form issued by
him. 
(2) The said licence shall be valid for one calendar year, and
may be renewed every year.
(3) The Director may at any time revoke the licence if the swill
collector or transporter is found to act in breach of any of the
conditions under which the licence is granted or in breach of these
Regulations.
Swill control.
swill to any animal farm or any other place except to the authorised
swill cooking plant, or to a place as directed to him by the
department or authority responsible for the environment.
(2) No vehicle shall be used for collecting or transporting swill
unless authorised for that purpose by the Director, and when so
authorised such vehicle shall not follow a route which departs from
that laid down in such authorisation.
(3) A vehicle used for the collection of swill shall have the
cabin door painted in light grey with a large yellow "S" in its
middle. Such vehicle shall not be used for carrying animals or
fodder.

(4) Containers used for swill collecting such as bins, skips,
etc., must be clearly marked with a letter "S" in a size not smaller
than thirty centimetres height by thirty centimetres width.
Persons 
disqualified to hold 
licence.
6. A person shall be disqualified from holding a licence under
these Regulations if such person or a member of his household
handles meat at an abattoir, or holds a licence to keep and fatten
livestock. 
Licensees of raw 
swill producers.
7. The licensees of raw swill producers shall only allow
collectors who are licensed under these Regulations to collect swill
from their premises.
Landing of swill.  8. No swill shall he landed from any ship, yacht, pleasure
craft, boat or other vessel or from any aircraft without the prior
approval of the Director and under such conditions as the Director
may deem fit to impose.
Offences.  9. If any person contravenes any of the provisions of these
Regulations he shall be guilty of an offence and shall be liable, on
conviction, to the following punishments:
( a ) in the case of the landing of swill from any ship, yacht,
pleasure craft, boat or other vessel or from any
aircraft, to a fine ( multa )   of not less than five hundred
liri but not exceeding one thousand liri or to
imprisonment for a term of not less than three months
but not exceeding six months;
( b ) in the case of a breach of the licence conditions or any
authorisation by the Director, to a fine ( multa )   of not
less than five hundred liri but not exceeding one
thousand liri;
( c ) in the case of a contravention of any other provision of
these Regulations, other than those referred to in
paragraphs ( a ) and ( b ) above, to a fine ( multa )   of not
less than two hundred and fifty liri but not exceeding
one thousand liri.
