ADVERTISEMENTS ON THE INTERNET
AND INTERNET SUBSCRIPTION
(XAG }RA LOCAL COUNCIL) BYE-LAWS

LOCAL COUNCIL BYE-LAW 63/1/2000.
Citation.
Internet and Internet Subscription (Xag ]ra Local Council) Bye-
Laws.
Interpretation.
Cap. 363.
"advertisement" includes any commercial or non-commercial
promotion;
"Council" means the Xag ]ra Local Council;
"person" means the person who has been authorised by the
Council to link with the Council’s Web-page under the provisions
of bye-law 3.2;
"Web-page" means access to information and database via the
Internet, known as the World Wide Web (WWW), which Web-page
may be advertised on the so-called Web Search Engines.
2.2 In these Bye-Laws, any expression which is defined in the
Act shall have the same meaning as is assigned to it in the Act.
Official Council 
WEb-page.
3.1 The Council shall have a Web-page on the Internet which
shall include all information on the Council and the locality which
the Council may choose to include.
3.2 There shall be one official Web-page dedicated exclusively
to the Xag ]ra Local Council:
Provided that the Council may authorise any person to
include or link such Web-page on or to another Web-page, either at
a charge or at no charge, as the Council may decide.
Authorisation in 
writing.
3.3 The authorisation referred to in bye-law 3.2 shall be
provided in writing by the Council.
Penalties.
provision of bye-laws 3.2 and 3.3 shall be liable to a fine
( ammenda ) of twenty liri (Lm20) together with one lira (Lm1) for
every day during which the Council’s Web-page is accessible on
the offender’s Web-page without the written authorisation.

4.1 The Council may contract, in accordance with the
regulations and procedures applicable according to this Act, with
commercial and non-commercial entities to advertise the Council’s
Web-page at a charge.
4.2 The contract mentioned in bye-law 4.1 is valid for a period
of one year which may be renewed for a further period of one year.

The Council reserves the right to renew such contract, and if such
renewal is refused, it shall give in writing the reasons for its refusal
to any person concerned.
Subscription rates. 5. The Council is introducing a scheme of Internet
membership at the rate of Lm5 per year and provision of service at
the rate of twenty cents for every fifteen minute period. Non-
members will be charged at the rate of forty cents for every fifteen
minute period.
