MARINE VEGETATION LICENCE REGULATIONS

"catching" includes cultivation;
"Fisheries Department" means the Department of Fisheries and
Aquaculture;
"fishing" and "fishing boat" have the same meaning as is given to
them in the Act;
"plants" and "plants found in the sea" include all types of marine
vegetation.
Granting and 
renewal of licence.
3. A fee of fifty liri shall be paid by a person engaged in
fishing and in the cultivation of marine plants to the Fisheries
Department for the granting of a licence, and for the renewal
thereof each year thereafter, to use a fishing boat for the purpose of
catching every description of plants found in the sea within such
area of the bays or of the territorial waters of Malta as may be
designated in the licence.
Prohibition and 
penalty.
4. (1) No person shall cultivate or catch plants, or use a
fishing boat for such purpose, unless he has been issued with, and
is in possession of, a valid licence in terms of regulation 3.
(2) Any person who contravenes the provisions of these
Regulations shall, on conviction, be liable to a fine ( multa ) of one
hundred liri.
