TRANSFER OF MOTOR-CAR REGULATIONS

''owner'' means the person in whose name a motor-car is
licensed;
''vehicle'' includes any carriage, car, motor-car, omnibus, or other
means of transport of any class or description intended for the
conveyance or carriage of persons, corpses or goods.

3. Where any fine is awarded by a court of criminal
jurisdiction, or where a Commissioner for Justice has made an
order for the payment of a penalty under the provisions of the
Commissioners for Justice Act, in connection with any offence
under the Ordinance committed by the use of any motor car or
vehicle, and any such fine or penalty, as the case may be, has not
been paid, the Authority shall withhold from effecting and
registering the transfer of the road licence in respect of that motor-
car or vehicle from the owner to any other person, until such time
as the payment of such fine or penalty is effected.
