ELECTIONS FOR THE ADVISORY AND 
EXECUTIVE BOARD REGULATIONS
24th December, 1959

Interpretation.
requires-
"Board" means the Advisory and Executive Board;
"Chairman" means the Chairman of the Board;
"the Commission" means the Advisory and Executive Board

3. In January of every year the Board shall appoint a
Commission to be called the advisory and executive Board
elections Commission, composed of three election Commissioners,
to conduct elections to the Board during that year.
Period of 
nomination.
4. When the Commission is informed by the Chairman that a
vacancy occurs or is about to occur at an early date amongst the
elected members of the Board it shall, as soon as may be, cause a
notice to be published in the Government Gazette and in two daily
newspapers specifying the place, days and times during which
nominations of candidates for election to the Board will be received
by the Commission.
Nomination.

Whatever the number of vacancies to be filled, no person shall be
nominated to fill more than one vacancy.
Notification of 
election.
6. If the nominations received exceed the number of
vacancies on the Board an election shall be held. The Commission
shall then, as soon as may be, publish a notice in the Government
Gazette specifying the place, the days and times during which the
election shall be held and the names of the candidates seeking
election.
Ballot papers.

Place of voting.

9. Election Commissioners, if entitled to vote, may cast their
vote either in Malta or in Gozo.

Ballot booth, etc. 10. The appropriate ballot paper shall be delivered to voters
personally by one of the election Commissioners in the room in
which the ballot booth is placed, and in no case shall any person be
permitted to take any ballot paper out of such room nor shall any
ballot paper be taken out of sight of the election Commissioner
until it is dropped in the ballot box. No individual, other than the
person voting and election Commissioners, shall be allowed in the
ballot room.
Manner of voting. 11. A voter shall record his vote in secret by means of one
cross placed against the name of each candidate for whom he votes.
Record of voters. 12. The Commission shall keep a record of the persons who
vote.
No voting after 
closing time.
13. No voting shall take place after the expiration of the time
fixed by the Commission for the voting except by persons who are
present for voting at the expiration of such time.
Counting of votes. 14. As soon as may be after the end of the voting, the
Commission shall count the votes cast.
Invalid votes. 15. When a larger number of votes than is required is
registered on the ballot paper, the ballot paper shall be declared
invalid by the Commission.
Elected candidates. 16. The candidates who obtain the largest number of votes
shall be declared elected.
Partial elections. 17. If two or more candidates obtain an equal number of votes
a partial election amongst those candidates shall be held in
accordance with the provisions of regulations 6 to 16.
Election results. 18. The Commission shall forthwith report the result of the
election to the Board for transmission to the Minister responsible
for Health for publication in the Government Gazette.

of the Advisory and Executive Board for 
( a ) five medical practitioners,  of whom at least one shall
be a member of the Consultant Staff of St. Luke’s
Hospital, to be elected in accordance with the
provisions of article 24(3)( a ) of the Department of
Health (Constitution) Ordinance (1);
( b ) one dental surgeon  to be elected in accordance with
the provisions of article 24(3)( b ) of the Department of
Health (Constitution) Ordinance (1);

provisions of article 24(4)( a ) of the Department of
Health (Constitution) Ordinance (1);
( d ) one health inspector  to be elected in accordance with
the provisions of article 24(4)( b ) of the Department of

( e ) one midwife  to be elected in accordance with the
provisions of article 24(4)( c ) of the Department of
Health (Constitution) Ordinance (1);
( f ) one registered nurse  to be elected in accordance with
the provisions of article 24(4)( d ) of the Department of
Health (Constitution) Ordinance (1);
