LICENSED BAGGAGE PORTERS REGULATIONS 
23rd November, 1937

2. No person may act as baggage porter without a licence
issued by the   Malta Maritime Authority for which a fee of five
cents shall be levied; the licence shall be valid until 31st December
of each year.
Prohibition to act 
as baggage porter.
3. No person who is not in possession of a licence to act as a
baggage porter shall be allowed to take charge of passengers’
luggage or to board ships or enter the customs baggage rooms or
sheds, for the purpose of handling passengers’ luggage. 
Number of porters.

4. The number of licensed baggage porters shall be fixed by
the Malta Maritime Authority. 
Hours of work.
their work and they shall be available at any time of the day and
night.
Prohibition to 
engage in other 
business.

6. No licensed baggage porter shall engage in any business or
trading activity whatsoever when doing duty as baggage porter
either within the precincts of the Custom House, or on the quays, or
on any ship, boat or aircraft.
Uniforms and 
badges.

7. (1) Baggage porters shall wear a uniform as may be fixed
by the Malta Maritime Authority; they shall also wear a badge with
the words “Baggage Porter” and a distinctive number engraved
thereon to be furnished by the Malta Maritime Authority. The
badge shall remain the property of the Government and shall be
returned to the Malta Maritime Authority in the event of its
withdrawal or surrender.
(2) The Malta Maritime Authority   may suspend the licence for
a period not exceeding one month for any breach of these
Regulations and it may cancel the licence if the porter is
condemned for a crime by any court.
Handling of 
baggage.

8. Porters shall use the greatest care in the handling of
baggage and the utmost respect towards passengers; shouting and
smoking during work shall be absolutely forbidden.

9. Porters shall not ask for tips.

10. The tariff for baggage porters shall be as follows: 
All passengers 15 cents each:
Provided that children under three years of age, not
travelling alone, shall have their baggage carried free.
Fees due to 
baggage porters 
employed in the 
Grand Harbour.

11. The fees due to baggage porters employed in the Grand
Harbour and Marsamxett Harbour shall be paid to them with a
deduction of five per cent by the Malta Maritime Authority and
shall be determined in accordance with a true statement to be
furnished and certified by the agent or master of each vessel
carrying passengers, showing the number of passengers arriving in
these Islands and departing therefrom, and the class in respect of
which the travelling ticket has been issued.

12. The fees referred to in these Regulations shall cover
payment in full for handling of luggage from ship to vehicle ashore,
including handling on boat or lighter and transit through the
customs baggage rooms independently of the berth where the ship
is moored.

13. The agent or master of every vessel carrying passengers
shall levy the fees referred to in these Regulations from passengers
and shall, on arrival of the vessel and on the departure of the said
vessel and before clearance is granted, pay into the office of the
Malta Maritime Authority a sum equivalent to the fees due to
baggage porters in accordance with regulation 10 and with a
deduction of five per cent, which he may retain as a remuneration
for his services in collecting the above fees.
