RATIONING OF ANIMAL FOODSTUFFS 
REGULATIONS
31st December, 1948
GOVERNMENT NOTICE 832 of 1948, as amended by Government
Notice 66 of 1957. 
Title.
Foodstuffs Regulations.
Prohibition to sell, 
etc.
2. No person shall sell, offer for sale or otherwise dispose of,
or attempt to sell or dispose of any animal foodstuffs to which these
Regulations apply, whether by wholesale or by retail -
( a ) unless he is in possession of a permit issued by the
Director of Agriculture; and
( b ) except to persons who are in possession of a card or
coupon as specified in regulation 3 and in accordance
with any condition inscribed in such card or coupon.
Prohibition to buy, 
etc.
3. (1) No person, shall buy, or otherwise acquire, or offer or
attempt to buy or acquire any animal foodstuffs to which these
Regulations apply, whether by wholesale or by retail -
( a ) unless he is in possession of a card or coupon issued
by the Director of Agriculture and in accordance with
any conditions inscribed is such card or coupon; and
( b ) except from persons to whom a permit has been issued
by the Director of Agriculture.
(2) The card referred to in sub-regulation (1) of this regulation
shall specify:
( a ) the name, address and nickname, if any, of the person
to whom it is issued;
( b ) the number and kind of livestock in respect of which
the person concerned is entitled to a ration;
( c ) the dates between which that card is to be valid.
(3) Coupons shall be valid in respect of ration scales
announced in the Press from time to time.
Director of 
Agriculture may 
refuse to issue 
permit.
4. The Director of Agriculture may, for just cause, refuse to
issue to any person any permit, card of coupon required for any
purpose under these Regulations and may in granting any permit or
issuing any such card or coupon impose such conditions as he
deems fit.

5. The Director of Agriculture may by order, at his discretion,
from time to time require any one or more persons or any one or
more classes of persons handling or dealing in any animal
foodstuffs to which these Regulations apply, to make such returns
as he may deem necessary specifying the quantities of any such
animal foodstuffs in his or their possession or under his or their
control and giving such other information as the Director of

Agriculture may specify.

Gazette.

6. The order requiring the returns referred to in regulation 5
hereof may be sent individually to the person or persons who are
required to make the returns or it may be published in the Gazette
and, in any case, it may require the returns to be made once or more
than once, in regard to a specified date or to specified dates or
periodically.

7. These Regulations apply to the animal foodstuffs specified
in the Schedule.
Offences and 
penalties.

8. (1) Any person who fails to make a return required under
regulation 5 or who in making a return willingly or recklessly gives
any information which is false in some material particular or omits
to give material information shall be guilty of an offence under
these Regulations and shall be liable to a fine ( multa ) of not less
than ten liri but not exceeding fifty liri and the Court by which the
offender is convicted shall, moreover, order the forfeiture of the
animal foodstuffs to which the offence relates.
(2) Any person who otherwise contravenes or fails to comply
with any of the provisions of these Regulations shall be liable as
follows:
( a ) on first conviction under these Regulations, to a fine
( multa ) of not less than two liri and not more than ten
liri;
( b ) on a second or subsequent conviction under these
Regulations to a fine ( multa ) of not less then ten liri
and not more than fifty liri and the Court by which the
offender is convicted shall, moreover, order the
forfeiture of any foodstuffs to which the offence
relates.
