CONTROL OF SALE OF CATTLE FOR SLAUGHTER 
AND BEEF REGULATIONS
20th April, 1990

Title.
for Slaughter and Beef Regulations.
Interpretation.
"sale" means any disposal under any onerous or gratuitous title;
"wholesaler" means any person who purchases cattle for
slaughter and/or beef and sells them to third parties;
"retailer" means any person who purchases beef for sale by
retail;
"cattle" means bulls, cows, oxen, buffaloes, heifers and calves;
"beef" means the flesh of slaughtered cattle;
"Director" means the Director of Agriculture and Fisheries;
"manufacturer" means any person who processes slaughtered
cattle into beef for disposal to third parties;
"producer" means any person who keeps, breeds or fattens cattle
for slaughter for disposal thereof;
"purchase" means any acquisition made under any onerous or
gratuitous title.
Fixing of minimum 
prices.
3. The Director may from time to time by order in the Gazette
fix minimum prices at which wholesalers, retailers, and
manufacturers may purchase cattle for slaughter and/or beef from
any producer and specify the conditions under which such prices
are to apply.
Licences.

4. (1) No person shall act as a wholesaler unless he is in
possession of a licence issued by the Director authorising him so to
act.
(2) Any such licence shall remain valid for the period for
which it is issued or renewed, or until it is withdrawn by the
Director, whichever is the earlier date; and if no period is
mentioned in the licence or in any renewal thereof it shall, unless it
is earlier withdrawn as aforesaid, expire on the 31st day of
December of the year of its issue or renewal.
(3) The Director may, in issuing such a licence, attach thereto
any condition or conditions as he may deem fit.
(4) The Director shall have the right at any time to withdraw
any licence issued under these Regulations, and in particular if he
is satisfied that any of the conditions of the licence have not been
observed.

(5) A licence issued by the Director shall not exempt the holder
from the requirement of having any other licence under any other
law.
Fees. 5. The annual fee leviable for the first issue of a wholesaler’s
licence shall be five liri, and the annual fee leviable on every
renewal of such licence shall be three liri.
Receipts to 
accompany sales, 
etc.
6. (1) Any sale or purchase of cattle for slaughter and/or beef
by any producer, wholesaler, retailer or manufacturer shall be
accompanied by a duly receipted bill which shall be shown on
demand to the Director or to any other person authorized to act on
his behalf.
(2) No such receipted bill shall be destroyed before the lapse of
twelve months from the date of the relative purchase or sale.
Penalties.  7. Any person who contravenes any of the provisions of these
Regulations or of any order made thereunder shall be guilty of an
offence and shall be liable -
( a ) on a first conviction to a fine ( multa ) of not less than
fifty liri but not exceeding three hundred liri, and
( b ) on a second or subsequent conviction, to imprisonment
for a term not exceeding three months and to a fine
( multa ) of not less than one hundred liri but not
exceeding three hundred liri, and the court shall, at the
instance of the prosecution, suspend for a period not
exceeding six months any licence held by the offender
in connection with the transaction carried out by him.
