MALTA POLICE REGULATIONS
22nd April, 1960
LEGAL NOTICE 14 of 1960, as amended by Ordinance II of 1961;

Title .
Interpretation.
requires- 
"the Commissioner" means the Commissioner of Police;
"the Force" means the Malta Police Force;
"these Islands" means the Island of Malta and its Dependencies;
"member of the Force" means any person serving in the Malta
Police Force, other than the Commissioner or the Acting
Commissioner;
"prisoner" means any person in any legal custody or detention,
whether sentenced, or awaiting trial, or detained by the police, or
held under a lawful warrant or order.

3. A candidate for appointment as a constable in the Force
must -
( a ) have attained eighteen years of age and not be above
thirty years of age;
( b ) satisfy the Chief Government Medical Officer or his
lawful representative for the purpose that the
candidate-
(i) has a satisfactory height to weight ration;
(ii) has unaided visual acuity (Snellen) not worse
than 6/18 in each eye, or 6/12 in one eye and 6/
24 in the other, provided that it is corrected to, at
least, 6/6 in the better eye and 6/9 in the other,
with contact lenses;
(iii) has a satisfactory safe colour vision; and
(iv) is medically fit in all respects, physically and
mentally, to perform all Police duties;
( c ) speak and write Maltese and English to the satisfaction
of the Commissioner, and pass such educational
examination as the Commissioner may prescribe;
( d ) be of exemplary character.
Constables.
Constables Second Class, Constables Third Class and Probationary
Police Constables.

(2) A Probationary Police Constable shall serve in that
capacity for a period of not less than one year; thereafter he may be
on extended probation for such period as the Commissioner may, in
each particular case, direct:
Provided that during the period of probation or extended
probation, the services of any constable may be forthwith dispensed
with at any time if the President of Malta so directs.
(3) A Probationary Police Constable who has served his'
period of probation, or extended probation, may be appointed
Constable Third Class by the Commissioner.
(4) A Constable Third Class who has served in that capacity
for a period of not less than three years may be appointed Constable
Second Class by the Commissioner.
(5) A Constable Second Class who has served in that capacity
for a period of not less than three years may be appointed Constable
First Class by the Commissioner.
Sergeants. 5.  (1) Sergeants shall be classified as Sergeants First Class,
Sergeants Second Class and Sergeants Third Class.
(2) A Sergeant Third Class who has served in that capacity for
a period of not less than three years may be appointed Sergeant
Second Class by the Commissioner.
(3) A Sergeant Second Class who has served in that capacity
for a period of not less than three years may be appointed Sergeant
First Class by the Commissioner.
General probation. 6. (1) Any member of the Force promoted to a rank not above
Superintendent shall be on probation in the rank to which he is
promoted for a period of not less than one year; thereafter he may
be on such extended probation as the President of Malta may direct.
(2) Where any member of the Force other than a constable is
confirmed in an appointment after having served a period of
extended probation, his appointment shall be deemed to have
commenced twelve months prior to the date of confirmation.
(3) If, during the period of probation or extended probation, the
President of Malta directs that a member of the Force shall revert to
the rank he held immediately before his promotion on probation,
the seniority of such member in the Force shall be the seniority he
would have held had he not been promoted on probation.
Constitution of 
Malta Police 
Association.
7.  (1) For the purpose of enabling members of the Force of
and below the rank of Inspector to consider and bring to the notice
of the police authorities all the matters affecting the welfare and
efficiency of the Force, other than questions of discipline, transfers,
individual promotions and other matters affecting individuals, there
shall be established in accordance with the First Schedule to these
Regulations an organisation to be called the Malta Police
Association.
(2) The Malta Police Association and every organ thereof shall
be entirely independent of and unassociated with any body outside

the police service.
Representations.
representations upon any matter by which he considers himself
aggrieved, and such representations shall, subject to the provisions
of sub-regulation (2) of this regulation, be made through the
ordinary chain of command.
(2) The Commissioner, the Deputy Commissioner, the
Assistant Commissioner or the officer holding the appointment of
Adjutant may grant permission for written or oral representations to
he made direct to them by any member of the Force.
(3) In any representations made under this regulation no
defamatory, insubordinate or undisciplined language shall be used.
Offences against 
discipline.
9. A member of the Force shall be guilty of neglect or
violation of duty (hereafter in these Regulations referred to as an
offence against discipline) if he commits one or more of the
offences against discipline set out in the Second Schedule to these
Regulations.
Punishment. 
offence against discipline committed by a member of the Force, the
Commissioner shall, if he finds the charge or complaint proven -
( a ) in the case of a charge or complaint against a sergeant
or constable, where he deems the punishments which
may be imposed by him under the Police Ordinance
adequate, impose a punishment; and
( b ) in all other cases, remit the record of the proceedings,
together with his recommendations, to the President of
Malta for his decision.
Messes.
Quarters a mess for members of the Force not below the rank of
Inspector, styled "the Officers’ Mess", and another mess for
members of the Force below the rank of Inspector, styled "the
Other Ranks’ Canteen".
(2) Both the Officers’ Mess and the Other Ranks’ Canteen
shall be managed in accordance with such directives as may be
given by the Commissioner from time to time.
(3) Membership of the Officers’ Mess shall be compulsory and
on subscription, provided, however, that the subscription fee in
respect of officers holding a particular rank shall not be increased
without the consent of the majority of the officers of that rank.
Membership of the Other Ranks’ Canteen shall be voluntary and on
no subscription.
(4) The accounts of the Officers’ Mess and the Other Ranks
Canteen shall be audited annually by officers appointed for that
purpose by the Commissioner.

General Fund.

12. (1) The Commissioner shall continue to maintain, for the
general benefit of the Force, the fund, commenced in November,
1919, styled "The Malta Police General Fund", to which every
member of the Force makes a contribution of six liri to be paid
every three months.
(2) All members of the Force who joined the Force after the
30th November, 1919, shall be deemed to be required to pay these
subscriptions as a condition of their service.
(3) Any other funds of the Force, raised by subscription, shall
be voluntary.
(4) The accounts of the Malta Police General Fund shall be
audited annually by the Auditor General.

FIRST SCHEDULE
(Regulation 7)
CONSTITUTION OF THE MALTA POLICE ASSOCIATION
INTERPRETATION 
1. In this Schedule, unless the context otherwise requires,
"the appointed day" means the day of the issue of the writ for the
election. 
CONSTITUTION 
2. The Malta Police Association shall consist of all serving
members of the Force below the rank of superintendent, and the
Association shall act through Branch Boards, Central Conferences,
and Central Committees as is hereinafter provided.
UNITS AND BRANCH BOARDS
3. For the purposes of this Schedule, the Force shall be
deemed to consist of the following units:
No. 1 Unit - Criminal Investigation Department, Security
Branch, Drugs Squad, Vice Squad/Fraud Squad,
including uniformed branches thereof
No. 2 Unit - Special Assignment Group, including the Fire
Brigade, and personnel performing duties at the
Civil Prison
No. 3 Unit -  Head Quarters, including the Traffic Department,
the Administrative Law Enforcement Branch, the
Mechanical Transport Branch, and the Mounted
Police Branch
No. 4 Unit - District No. 1
No. 5 Unit -  District No. 2
No. 6 Unit - District No. 3
No. 7 Unit - District No. 4

4. In each unit, there shall be constituted two Branch Boards -
one for constables and one for sergeants.
5. Where the number of constables in any unit on the
appointed day is less than sixty, there shall be elected by the
constables of that unit from amongst their number a Branch Board
consisting of six members; where such number is sixty or over,
there shall be elected by the constables of that unit from amongst
their number a Branch Board consisting of six members for every
complete number of sixty constables in the unit.
6. Where the number of sergeants in any unit on the
appointed day is less than fifteen there shall be elected by the
sergeants of that unit from amongst their number a Branch Board
consisting of three members; where such number is fifteen or over,
there shall be elected by the sergeants of that unit from amongst
their number a Branch Board consisting of one member for every
complete number of five sergeants in the unit.
7. Subject as aforesaid, all constables and sergeants in each
unit shall have the right and the obligation to vote at the election of
their Unit’s Branch Board for their rank:
Provided that absence from Malta or absence from duty on
certified sick leave shall be deemed a just cause for failure to vote.
8. The election for each Board shall for each calendar year
take place within such period (which may fall wholly or partly
before the beginning of that year) as the Commissioner may specify
after consulting the four Central Committees sitting together as a
Joint Committee, and the annual meeting of such Board shall be
held within one month after the election of its members.
9. The members of each Branch Board shall at the annual
meeting elect delegates to the Central Conference as hereinafter
provided. 
10. Subject as aforesaid, the two Branch Boards in any unit
may by agreement sit together as a Joint Branch Board either for
any special purpose or regularly for all purposes of common
interest.
11. A Branch Board or a Joint Branch Board, in addition to or
in lieu of submitting any representations to the superintendent in
charge of the whole or any part of the unit, may submit them to the
Commissioner.
THE CENTRAL CONFERENCE AND CENTRAL COMMITTEES
12. A Central Conference for each rank below superintendent
shall be held each calendar year at such time as the Commissioner

may specify after consulting the four Central Committees sitting
together as a Joint Committee.
13. The Central Conference of constables shall consist of
delegates elected by and from the members of each Branch Board
for constables in the proportion of three delegates for every six
members of which each Branch Board is composed.
14. The Central Conference of sergeants shall consist of
delegates elected by and from the members of each Branch Board
for sergeants which, if composed of four or more members, shall
elect three delegates and, if composed of three members, shall elect
two delegates.
15. (1) The Central Conference of sergeants-major shall be
composed of all sergeants-major in the Force on the appointed day.
(2) The absence of any sergeant-major from the Conference
must be explained to the satisfaction of the Commissioner.
16. (1) The Central Conference of inspectors shall be
composed of all inspectors in the Force on the appointed day.
(2) The absence of any inspector from the Conference must be
explained to the satisfaction of the Commissioner.
17. (1) There shall be a Central Committee to represent the
Branch Boards of constables in the course of the year in matters
pertaining to their rank in the Force as a whole.
(2) Such Committee shall be composed of delegates elected by
the Branch Board of constables from their own members.
(3) The number of delegates each Branch Board shall elect
shall be in the proportion of one delegate for every complete
number of sixty constables in the unit on the appointed day:
Provided that where such number is less than sixty, the
Branch Board shall elect one delegate.
18. (1) There shall be a Central Committee to represent the
Branch Board of sergeants in the course of the year in matters
pertaining to their rank in the Force as a whole.
(2) Such Committee shall be composed of one delegate elected
by each Branch Board of sergeants from its own members.
19. There shall be a Central Committee composed of ten
members elected by the Central Conference of sergeants-major to
represent sergeants-major in the course of the year in matters
pertaining to their rank in the Force as a whole.
20. There shall be a Central Committee composed of ten
members elected by the Central Conference of inspectors to
represent inspectors in the course of the year in matters pertaining
to their rank in the Force as a whole.
21. (1) Subject as aforesaid, the four Central Committees or
any two or three of them may by agreement form a Joint

Representative Committee for any special purpose, or regularly for
all purposes of common interest.
(2) Such a Joint Representative Committee shall be composed
of ten representatives elected by and from each Central Committee: 
  Provided that the Central Committee of constables shall
elect one representative from each unit.
22. The Central Committees, or any two or three of them, may
be summoned to sit as a Joint Committee by the Commissioner for
the consideration of any question referred to them by him, but in
such case, on the termination of their consideration of the question,
any one or more Central Committees may opt to sit and determine
independently its or their reply, and may give further consideration
to the questions when so sitting independently:
Provided that the Commissioner shall be notified of the
decision of the one or more Central Committees to sit
independently.
23. (1) The Central Committees, either separately or as a Joint
Representative Committee, may submit written representations to
the Minister responsible for the Police or to the Commissioner.
(2) The Commissioner, or the Minister responsible for the
Police through the Commissioner, may similarly refer questions to
them.
ELECTIONS
24. (1) All elections shall be by secret ballot and in the
manner (including official supervision to ensure the requisite
fairness and secrecy) determined by the Commissioner.
(2) The Commissioner shall be the authority to issue the Writ
for each election, and any competent organ of the Association shall
apply to him for the purpose.
25. (1) No person who is not a Police officer shall be allowed
access to a room in which voting is taking place. Every member of
the Force present shall maintain and aid in maintaining the secrecy
of the voting, and shall in no way whatsoever interfere with a voter
when marking his vote, or otherwise attempt to obtain in the place
of voting information as to the candidate for whom any voter in the
polling station is about to vote or has voted.
(2) Every person in attendance at the counting of the votes
shall maintain and aid in maintaining the secrecy of the voting and
shall not communicate any information obtained at such counting
as to the candidate for whom any vote is given in any particular
ballot paper.
(3) No person shall directly or indirectly induce any voter to
display his ballot paper after he shall have marked the same so as to
make known to any person the name of any candidate for or against
whom he has marked his vote.
(4) No voter shall display his marked ballot paper.

(5) No voter shall personate another voter, or vote more than
once in any election, nor shall any member of the Force aid or abet
him to do so.
(6) No member of the Force of any rank shall, either directly or
through any other person, influence or attempt to influence any
elector of lower rank to vote for or against any candidate or
candidates.
26. At any election each elector may give one vote and no
more for each of any number of candidates not exceeding the
number to be elected.
27. Subject to the provisions of this Schedule, each Branch
Board may make regulations as to the filling of vacancies occurring
during its life among the members of the Board and of the delegates
to the Central Conference returned by the Board, and each Central
Conference may make regulations as to the filling of vacancies
occurring among the members of its Central Committee during the
life of the said Central Committee.
POLICE COUNCILS
28. (1) The Minister responsible for the Police or the
Commissioner may arrange for the holding of Police Councils,
under the chairmanship of the Commissioner, for the consideration
of general questions affecting the Force.
(2) At such Councils the Joint Representative Committee or a
deputation from that Committee may be invited to meet the
Commissioner and such officers not below the rank of
superintendent as the Minister responsible for the Police or the
Commissioner, as the case may be, shall decide.
OFFICERS AND MEETINGS
29. Each Branch Board, Central Conference, and Central
Committee, shall choose its chairman and secretary from among its
own members.
30. The chairman at any meeting shall only have a first or
original vote.
31. Branch Boards may hold four quarterly meetings
(including the annual meeting), each lasting not more than one day,
but additional meetings for any special purpose may be held with
the consent of the Commissioner.
32. The annual meetings of the Central Conference shall not
last more than two days, but additional meetings for any special
purpose may be held with the consent of the Commissioner.
33. Each Central Committee may hold meetings not more than
once in two months, each meeting lasting not more than one day,
but additional meetings for special purposes may be held with the
consent of the Commissioner.
34. Subject to the provisions of this Schedule, every Branch
Board, Central Conference or Central Committee may regulate its
own procedure.

35. Every elected organ of the Malta Police Association shall
assume office immediately upon election.
36. In the event of insufficient candidates being nominated or
being elected to any Branch Board, Central Conference or Central
Committee, the Commissioner may select members of the Force of
the corresponding rank, or, as the case may be, unit, to make up the
composition of such Board, conference or committee in accordance
with the provisions of these regulations.
37. Except where, in special circumstances, a member of the
Force is required for duty for which no substitute is available, leave
shall be given for attendance at all meetings held in accordance
with this Schedule, and every such attendance shall, as regards
allowances and expenses, be deemed to be an occasion of Police
duty.
38. No person who has ceased to be a member of the Force
shall continue to be a member of the Association or to hold office
on a Board, Committee or Conference of the Association.

SECOND SCHEDULE 
(Regulation 9)
DISCIPLINE   CODE
OFFENCES AGAINST DISCIPLINE
Subversion.
( a ) uses any defamatory, insulting, or disparaging words,
acts or gestures in contempt of the President of Malta
or of the Government of Malta or of any person
employed or concerned in the administration of the
Government of Malta; or
( b ) imputes misconduct in administering the Government
to a person employed in the administration of the
Government of Malta; or
( c ) utters or otherwise expresses disparagement of the
Commissioner, or of the administration of the Force,
or uses any word or expression calculated or having a
tendency to bring the Commissioner or the
administration of the Force into hatred, contempt or
ridicule; or
( d ) acts or issues any orders, or causes or incites anyone to
act, in variance with any orders or directions issued
from time to time by the Commissioner, or from Police
Head Quarters on behalf of the Commissioner; or
( e ) utters or writes anything calculated or having a
tendency to bring about disaffection among any
members of the Force, or in any manner canvasses or
causes, or attempts to canvass or cause, or to do or to

be done, anything so calculated or having such
tendency; or
( f ) induces, or attempts to induce, or does any act,
calculated or having a tendency to induce any member
of the Force to withhold his services or to commit any
breach of discipline; or
( g ) deserts, or aids and abets the desertion, of any member
of the Force from the Force; or
( h ) is or becomes a member of any trade union or of any
association having a similar object, or of any body
affiliated to such union or association; or
( i ) not being the Commissioner or a delegate duly
authorised by the Commissioner nor a member of the
Malta Police Association, participates in any activity
of the said Malta Police Association, in violation of
the provisions of these Regulations or advises or
influences, or attempts to advise or influence, any
organ of the said association or of any official or
member thereof, in relation to any activity of the said
Malta Police Association; or
( j ) begins, causes, aids, abets, excites, countenances,
joins, takes part in, or fails to discourage or to report
immediately, any mutiny, sedition, rout or riot,
assembly tending to rout or riot, or other serious
disorder, taking place or to take place, or being
thereat, does not, subject to any standing directions of
the Commissioner, or to any order which may be given
by the Commissioner or by any senior member of the
Force present, use his utmost endeavour to suppress
such mutiny, sedition, rout or riot, assembly tending to
rout or riot, or other serious disorder; or
( k ) does not abstain from any political activity or
canvassing or from any activity which is likely to
interfere with the loyal and impartial discharge of his
duties or which is likely to give rise to the impression
among members of the public that it may so interfere;
or
( l ) makes any anonymous communication to the
Commissioner or to any other police officer, or to any
Government department or officer; or
( m ) canvasses or attempts to canvas any member of the
Executive Council or of the Public Service
Commission or of any other body or organ of the
Government, with regard to any matter concerning the
Force; or
( n ) signs or circulates any petition or statement with
regard to any matter concerning the Force, except as
provided in these Regulations; or
( o ) calls or attends any unauthorised meeting to discuss
any matter concerning the Force.

Discreditable 
conduct.
2. Discreditable conduct, that is to say, if a member of the
Force acts in a disorderly manner or any manner prejudicial to
discipline or reasonably likely to bring discredit on the reputation
of the Force or of the police service.
Insubordinate  or 
oppressive 
conduct.
3. Insubordinate or oppressive conduct, that is to say if a
member of the Force -
( a ) is insubordinate by word, act, or demeanour; or
( b ) is guilty of oppressive or tyrannical conduct towards
an inferior in rank; or
( c ) uses obscene, abusive or insulting language to any
other member of the Force; or
( d ) wilfully or negligently makes any false complaint or
statement against any member of the Force; or
( e ) assaults any other member of the Force; or
( f ) improperly withholds any report or allegation against
any member of the Force.
Disobedience to 
orders.
4. Disobedience to orders, that is to say, if a member of the
Force -
( a ) disobeys or without good and sufficient cause omits or
neglects to carry out any lawful order, written or
otherwise; or
( b ) resides in a place not approved by the Commissioner;
or 
( c ) without the previous consent of the Commissioner,
receives a lodger in a house or quarters with which he
is provided by the Government, or sublets any part of
such house or quarters; or
( d ) without the written approval of the Commissioner
receives a lodger in a house in which he resides and in
respect of which he receives a rent allowance, or
sublets any part of such house; or
( e ) wilfully refuses or neglects to discharge any lawful
debt; or
( f ) carries on or is concerned in any trade or business, or
otherwise fails to devote his whole time to the Police
service.
Neglect of duty.
( a ) neglects, or without good and sufficient cause omits,
promptly and diligently to attend to or carry out
anything which is his duty as a member of the Force;
or
( b ) idles or gossips while on duty; or
( c ) fails to work his beat in accordance with orders or
leaves his beat, point, or other place of duty to which
he has been ordered, without due permission or
sufficient cause; or

( d ) by carelessness or neglect permits a prisoner to escape;
or 
( e ) fails, when knowing where any offender is to be found,
to report the same, or to make due exertions for
making him amenable to justice; or
( f ) fails to report any matter which it is his duty to report;
or 
( g ) fails to report anything which he knows concerning a
criminal charge, or fails to disclose any evidence
which he, or any person within his knowledge, can
give for or against any prisoner or defendant to a
criminal charge; or
( h ) omits to make any necessary entry in any official
document or book; or
( i ) neglects, or without good and sufficient cause omits,
to carry out any instructions of a medical officer acting
on behalf of the Commissioner or of the Chief
Government Medical Officer, or, while absent from
duty on account of sickness, is guilty of any act or
conduct calculated to retard his return to duty.
Falsehood or 
prevarication.
6. Falsehood or prevarication, that is to say, if a member of
the Force - 
( a ) knowingly makes or signs any false statement in any
official document or book; or
( b ) wilfully or negligently makes any false, misleading or
inaccurate statement; or
( c ) without good and sufficient cause destroys or
mutilates any official document or record, or alters or
erases any entry therein.
Breach of 
confidence.
7. Breach of confidence, that is to say, if a member of the
Force -
 ( a ) divulges any matter which it is his duty to keep secret;
or
( b ) gives notice, directly or indirectly, to any person
against whom any warrant or summons has been or is
about to be issued, except in the lawful execution of
such warrant or service of such summons; or
( c ) without proper authority communicates to the public
press, or to any unauthorised person, any matter
connected with the Force; or
( d ) without proper authority shows to any person outside
the Force any book or written or printed document the
property of the Police or of any Government
department.
Corrupt practice. 8. Corrupt practice, that is to say, if a member of the Force -
( a ) receives any bribe; or
( b ) fails to account for or to make a prompt and true return

of any money or property received by him in his
official capacity; or
( c ) directly or indirectly solicits or receives any gratuity,
present, subscription or testimonial, without the
consent of the Commissioner; or
( d ) places himself under pecuniary obligation to any
publican, beer-retailer, spirit-grocer, or any person
who holds a licence granted by the Commissioner or
concerning the granting or renewal of which the Police
may have to report or give evidence; or
( e ) improperly uses his character and position as a
member of the Force for his private advantage; or
( f ) in his capacity as a member of the Force, writes, signs
or gives, without the sanction of the Commissioner,
any testimonial of character or other recommendation
with the object of obtaining employment for any
person or of supporting an application of any kind; or
( g ) without the sanction of the Commissioner, supports an
application for the grant of a licence of any kind; or
( h ) without good and sufficient cause, is or becomes
subject to pecuniary embarrassment.
Unlawful or 
unnecessary 
exercise of 
authority.
9. Unlawful or unnecessary exercise of authority, that is to
say, if a member of the Force without good and sufficient cause -
( a ) makes an arrest; or
( b ) uses any violence to a prisoner or any other person
with whom he may be brought into contact in the
execution of his duty; or
( c ) is uncivil to any member of the public.
Malingering.
or exaggerates any sickness or injury with a view to evading duty.
Absence without 
leave.
11. Absence without leave or being late for duty, that is to say,
if a member of the Force without reasonable excuse is absent
without leave from, or is late for, parade, court or any other duty.
Uncleanliness.
while on duty or while off duty in uniform in a public place is
unshaven, or improperly dressed, or is dirty or untidy in his person,
clothing or equipment.
Damage to 
clothing, etc.
13 . Damage to clothing or other articles supplied, that is to
say, if a member of the Force - 
( a ) wilfully or by carelessness causes any waste, loss or
damage to any articles of clothing or equipment, or to
any book, document or other property of the Police or
of any Government department; or
( b ) fails to report any loss or damage as above however
caused.
Drunkenness.

on or off duty, is unfit for duty through drink.
Drinking on duty. 15. Drinking on duty or soliciting drink, that is to say, if a
member of the Force -
( a ) without the consent of his superior officer, drinks, or
receives from any other person, any intoxicating liquor
while he is on duty; or
( b ) demands, or endeavours to persuade any other person
to give him, or to purchase or obtain for him, any
intoxicating liquor while he is on duty.
Entering licensed 
premises.
16. Entering licensed premises, that is to say, if without
permission a member of the Force enters - 
( a ) while on duty any premises licensed under the liquor
licensing laws or any other premises where liquors are
stored or distributed, when his presence there is not
required in the execution of his duty; or
( b ) any such premises in uniform while off duty.
Lending money, 
etc.
17. Lending, borrowing or accepting presents, that is to say, if
a member of the Force lends money to any superior in rank or
borrows money or accepts any present from any inferior in rank.
Criminal 
conviction.
18. Conviction for a criminal offence, that is to say, if a
member of the Force has been found guilty by a court of law of a
criminal offence.
Accomplice in 
offence.
19. Being an accomplice in a disciplinary offence, that is to
say, if a member of the Force connives at, or knowingly commits an
act of complicity in, any offence against discipline, or takes part in
or connives at or fails to report immediately any act preparatory to
the commission of any offence against discipline.
Conduct 
prejudicial to good 
order.
20. Breach of order, that is to say, if a member of the Force
conducts himself, by act or omission, in any manner prejudicial to
good order or discipline, or otherwise unbecoming a member of the
Force, and not elsewhere provided for in this Schedule.
