CONTROL OF DOGS REGULATIONS

Title.
Regulations.
Interpretation.
requires-
''dog bag'' means a poop scoop bag and other devices or means
suitable for the removal of dog faeces;
''street'' includes any road, alley, square, bridge, shore front,
quay, or other place of public passage or access.
Control of dogs.
allow such dog to stray and where the dog is taken out in any street,
the dog shall be kept of leash:
Provided that when a dog is used for hunting during such
time and such place where hunting is permitted, the obligation to
keep the dog on the leash shall not apply.
(2) If a person knows or suspects that the dog under his control
is temperamental or dangerous or can cause harm to any person, he
shall also keep the dog muzzled at all times in any public place.
Prohibited places.

Dog soiling.

(2) If at any time a dog defecates on a street, the person who at
the time has the dog under his control shall remove the faeces
forthwith.
(3) The provisions of subregulation (2) shall not apply when
the dog defecates on a road and, because of heavy traffic, it will be
dangerous for the person in control of the dog to remove the faeces.
Non-applicability.
regulation 3(2), shall not apply in relation to a person who is blind
and who uses the dog for his guidance.
Offences and 
penalties.
7. (1) Any person who contravenes any of the provisions of
these Regulations shall be guilty of a contravention and shall, on
conviction, be liable to -
( a ) a fine ( ammenda ) of five liri for contravening any of
the provisions of regulation 5(1);
( b ) a fine (ammenda) of ten liri for contravening any of

the provisions of regulations 3(1), 4 or 5(2); and 
( c ) a fine ( ammenda ) of twenty-five liri for contravening
the provisions of regulation 3(2).
(2) In the case where the contravention is committed by a
minor, the person having the legal custody of such minor shall be
deemed to have committed the offence.
(3) Where a dog is allowed to stray in contravention of
regulation 3(1), the licensee or the keeper of the dog shall be
deemed to have committed the contravention.
