ENVIRONMENTAL PLANNING AND 
MANAGEMENT DEGREE COURSE REGULATIONS

Citation and 
interpretation.
1. (1) The title of these regulations is the Master of Science -
M.Sc. - in Environmental Planning and Management Degree
Course Regulations.
(2) In these regulations, unless the context otherwise requires:
"the Board" means the Board of Studies appointed by Senate to
implement these regulations, on the recommendation of the Board
of the International Environmental Institute;
"the course" means the course of studies leading to the Degree of
Master of Science - M.Sc. - in Environmental Planning and
Management;
"the Degree" means the Degree of Master of Science - M.Sc.

admission of students, on the academic programme, and on matters
relating to the proper running of the course.
(2) The Board shall be composed of a Chairman, a Course
coordinator, three members of the academic staff teaching in the
course, a member nominated by the International Environment
Institute, and two student representatives elected by the students
following the course. Other members may be co-opted by the Board
if the need arises.
Qualifications for 
admission.
4. (1) A candidate must be in possession of one of the
following qualifications to be eligible for admission to the course:
( a ) a first Degree with at least second category or better
from the University of Malta or another University
recognised by Senate for the purpose;
( b ) the Senate may in exceptional cases on the advice of
the Board, permit to be admitted to the course,
candidates who have other qualifications together with
extensive proven experience in the field of
environmental management and/or planning.
(2) The admission of a student whose first degree is deemed by
the Board not to be in an area related to environmental management
and/or planning (regulation 4(1)( a )), or a student to be admitted in
terms of regulation 4(1)( b ) shall depend on the results of an

interview. The Board may impose additional requirements
including the need that a candidate follows a preparatory
programme of studies and passes a qualifying examination before
he is registered in the course.
(3) Students admitted to the course who are in possession of
the Postgraduate Diploma in Environmental Management of this
University and have obtained an average Grade B in the credits
assigned to the course components, may be exempted by the Board
from following certain studyunits, provided that the final number
of credits obtained by these students in the course is not less than
12. Students shall not be exempted from the dissertation,
notwithstanding that they may be allowed to complete the course in
one academic year in terms of regulation 5.
Course duration. 5. The duration of the course shall be not less than two and
not more than three academic years of full-time study or the
equivalent of part-time study.
Course of studies. 6. (1) The course shall be offered in areas of study related to
environmental management and planning as determined by the
Board and as approved by Senate. 
(2) The course shall consist of:
( a ) study-units and supervised project work to which a
total of not less than 24 and not more than 30 credits
are assigned, in each of the areas of study offered.
( b ) a dissertation of a minimum of 25, 000 words related
to the area of study followed, under the guidance of a
supervisor appointed by the Board.
(3) The course programme shall include:
( a ) Orientation (interdisciplinary) study-units
( b ) Elective (interdisciplinary) Advanced study-units
( c ) Core study-units
( d ) Projects
( e ) Supervised practical assignments
( f ) Elective Applications study-units
( g ) Final Integrated Project
( h ) Dissertation.
(4) A detailed course programme and catalogue of study-units
for each area of study, and the credits assigned to each study-unit,
indicating which units are compulsory, shall be published before
the commencement of the course.
Course assessment. 7. (1) Credits for each study-unit shall be assigned according
to the grades A, B, C, D or Fail.
(2) Assessment of the dissertation shall be on a pass/fail basis.
(3) The dissertation shall be examined by three examiners, one
of whom is the supervisor appointed by the Board. The Examining
Board may require students to submit to a  viva voce  examination.
(4) External examiners may be asked to assist in any or all the

assessments and in the examination of the dissertation.
(5) Students who fail to obtain a credit shall be re-assessed
once only. In such cases the maximum grade that may be awarded
is the minimum grade.
Completion of 
course.
8. (1) Students shall be considered as having satisfactorily
completed the course if they have obtained a pass in the assessment
of not less than 24 credits and have satisfied the examiners in the
dissertation.
(2) A dissertation which does not reach the required standard
shall be returned to the student for revision, and shall be re-
submitted for examination within a period not exceeding one year,
as directed by the examiners.
(3) Permission for re-submission of the dissertation shall be
granted only once.
Award and 
classification of the 
Degree.
9. The final classification of the Degree for each successful
student shall be based on the results obtained in each part of the
course and shall be published as one result under the following
categories:
Passed with Distinction
Passed.
