UNIVERSITY UNDERGRADUATE CERTIFICATE 
IN TOURISM STUDIES EDUCATION COURSE 
REGULATIONS

LEGAL NOTICE 188 of 1999.
Citation and 
interpretation.
1. (1) The title of these regulations is the University
Undergraduate Certificate in Tourism Studies Education
Regulations.
(2) In these regulations, unless the context otherwise requires -
"the Board" means the Board of the Faculty of Education;
"the Board of Studies" means the Board of Studies appointed by
the Board for the course;
"the Certificate" means the University Undergraduate Certificate
in Tourism Studies Education;
"the course" means the course of studies leading to the
University Undergraduate Certificate in Tourism Studies
Education; and
"the Faculty" means the Faculty of Education.
Applicability.
1999 or later.
Eligibility for the 
Certificate.
3. To be eligible for the award of the Certificate, students
must have:
( a ) successfully completed the course of studies, passed
the final examination and satisfied all the other
requirements laid down in these regulations; and
( b ) satisfied any other requirements prescribed in any
other relevant statutes, regulations and bye-laws of the
University.
Admission and 
special course 
requirements.
4. (1) Applicants shall apply for the course on the prescribed
form and within the time specified by the Office of the Registrar.
(2) To be registered as regular students in the course,
applicants must be nominated by the Board of the Institute of
Tourism Studies of the Ministry of Tourism from the lecturing staff
employed with this Institute at the time of its commencement and
must be in possession of the following qualifications:
( a ) a degree from the University of Malta or from a
university recognised by the Senate for the purpose; or
( b ) a Diploma/Certificate from a recognised institution in
Hotel Catering or Catering Management; or
( c ) membership of the HCIMA, together with at least four
years’ trade/teaching experience in the area of
specialisation.

Duration of the 
course.
5. The course shall extend over a period of three semesters of
part-time study.
Course of studies. 6. (1) The course shall consist of the following components,
to which not less than 20 credits shall be assigned:
( a ) taught study-units in the following three areas of
study:
Educational Psychology (5 credits)
Educational Studies (4 credits)
Pedagogy (7 credits)
( b ) Supervised Field Placement (2 credits); and
( c ) Project (2 credits).
(2) Students shall be required to obtain at least the following
number of credits in the taught study-units:
Educational Psychology (4 credits)
Educational Studies (3 credits)
Pedagogy (6 credits).
Attendance. 7. Regular attendance for all study-units of the course is
obligatory. In the case of absence for a reason the Board of Studies
considers valid, it may allow students to proceed with the course
provided that alternative arrangements are made to make up for the
missed lectures.
Catalogue of 
study-units.
8. The Board shall draw up a catalogue of study-units. The
catalogue shall indicate the code, title, description and type of each
study-unit, the credits assigned to each study-unit, which study-
units are compulsory, concurrent or prerequisites for other study-
units, and the methods of teaching and assessment. The Board shall
publish the catalogue for the course prior to its commencement,
following the approval of Senate.
Assessment and 
progress.
9. (1) Credits shall be assigned according to the following
grades in descending order of merit: A, B, C, and D. Failure shall
be indicated by F. Incomplete work due to justifiable reasons
(illness, approved absence, etc.) shall be indicated by I. In all other
cases the results of uncompleted study-units shall be indicated as F.
The grades awarded shall take into account the students’
performance in one or more of the following elements, as deemed
appropriate by the Board: coursework, and practical, written and/or
oral assessments.
(2) Students who fail in a study-unit shall be allowed a
supplementary assessment once only. Supplementary assessments
shall normally have the same mode of assessment as the
corresponding first assessment. The maximum grade that may be
awarded is Grade D.
(3) Students may be re-assessed in a maximum of four failed
study-units.
(4) In the case of incomplete work (I) students shall be
required to be reassessed within a period to be established by the
Board of Studies.

Supervised field 
placement.
10. (1) Students are required to undergo a supervised field
placement of six weeks’ duration. Successful completion of the
supervised field placement is a prerequisite for the award of the
Certificate.
(2) The results of the supervised field placement shall be
published as follows: Passed with Distinction, Passed, or Fail.
(3) Students who fail the supervised field placement shall be
allowed to repeat it only once during a period to be determined by
the Board of Studies. If successful, students may only be awarded a
Pass grade.
(4) Students who fail the supervised field placement for a
second time shall not be eligible for the award of the Certificate
irrespective of their having satisfied all other requirements laid
down in these regulations.
Project.
for their approval a proposal and title of a project of a practical
pedagogical nature. Successful completion of the project is a
prerequisite for the award of the Certificate.
(2) The project must be submitted by not later than four weeks
prior to the end of the course and shall be assessed according to the
grades set out in regulation 9(1).
(3) Supervisors for each student shall be appointed by the
Board of Studies.
(4) Students who fail in the project shall be allowed to re-
submit it once, within a period of six months.
(5) Students who fail in the project for a second time shall not
be eligible for the award of the Certificate irrespective of their
having satisfied all other requirements laid down in these
regulations.
Final examination.
focusing on the three areas of study covered in the study-units and
shall consist of not more than three papers. A pass mark in the final
examination is a prerequisite for the award of the Certificate.
(2) To be eligible to sit for the final examination students must
have obtained at least the minimum number of credits specified in
regulation 6(2).
(3) The final examination shall be assessed according to the
grades set out in regulation 9(1).
(4) Students who fail the final examination shall be allowed to
re-sit the final examination only once, within a period of six
months.
Results.
Certificate shall be published in a list in alphabetical order.
Status of the 
Certificate.
14. The Certificate Course is intended specifically for
lecturing staff employed at the Institute of Tourism Studies of the
Ministry of Tourism at the time of the commencement of the
Course. The Certificate is not equivalent to the Postgraduate
Certificate in Education or to the Bachelor of Education (Honours)

degree awarded by the University, or to the Teacher’s Certificate
awarded by the Teachers’ Training Colleges.
