STATUTE 04 - MATRICULATION AND 
SECONDARY EDUCATION CERTIFICATES 
EXAMINATIONS STATUTE

Citation.
Secondary Education Certificates Examinations Statute.
General.
levels: Advanced (AM) and Intermediate (IM), and a Secondary
Education Certificate (SEC) Examination.
1.2 In each year there shall be two sessions of the
examinations.
1.3 The examinations shall be under the control of a
Matriculation and Secondary Education Certificate Examinations
Board (M & SEC Board) appointed in terms of paragraph 2.2.

2.1 The functions of the Matriculation and Secondary
Education Certificate Examinations Board shall be:
(i) to make recommendations to Senate regarding
regulations required for the proper conduct of the
examinations;
(ii) to conduct the examinations in accordance with the
regulations made by Senate;
(iii) to make recommendations to Senate regarding
syllabuses, which would be prepared after consultation
with curriculum experts, schools and the Department
of Education;
(iv) to make recommendations to Senate regarding the
appointment of Boards of Examiners;
(v) to submit to Senate a general report on the
examinations held during the previous year;
(vi) to make recommendations to Senate on all matters
related to these examinations and on matters referred
to it by the Senate or other University boards;
(vii) to make recommendations to Senate and Council for
the appointment of a Secretariat, with executive
powers, which shall consist of an academic and an
administrative division; and
(viii) to make recommendations to Council regarding
appropriate funding, including provision for the
Secretariat.

2.2. ( a ) The Matriculation and Secondary Education
Certificate Examinations Board shall consist of nine members as
follows:
(i) a Chairman (the Rector or his nominated deputy);
(ii) three members of the academic staff appointed by the
Senate of the University;
(iii) three members from the Department of Education
appointed by the Director of Education;
(iv) one member nominated by and from the members of
the Private Schools Association;
(v) the Registrar.
( b ) The Secretary of the Board shall be the Registrar or
his nominated deputy.
( c ) The number of members required to form a quorum
shall be five.
( d ) A Vice-Chairman shall be appointed by the
Matriculation and Secondary Education Certificate Examinations
Board from among the members appointed in terms of paragraph
2.2( a )(iii).
(e) Members shall be appointed for a term of three years:
Provided that the first three members appointed under
paragraphs 2.2( a ) (ii) or 2.2( a )(iii) shall be so appointed one for a
term of two years, one for a term of three years and the other for a
term of four years:
Provided further that if a member appointed under
paragraph 2.2( a )(ii) or under paragraph 2.2(a)(iii) resigns, the
person appointed to fill the vacancy created shall hold office for the
remainder of the term of the member he replaces.
Regulations and 
syllabuses.
3. Regulations made by Senate for the examinations leading
to the Matriculation and Secondary Education certificates and the
syllabuses for each subject shall normally be published each year
and at least two years before the date of the examination to which
they refer.
