STATUTE I 19 - INSTITUTE OF PUBLIC 
ADMINISTRATION AND MANAGEMENT 
STATUTE

Citation.
Administration and Management Statute.
Establishment.
hereby established at the University of Malta.
Objectives and 
functions.
2. The Institute shall foster the practice and study of
administration and management in the public sector and, for this
purpose, may: 
( a ) conduct courses of study, including certificate,
diploma and degree courses in public administration,
subject to the Regulations and policies of the
University;
( b ) organize public lectures and conferences;
( c ) carry out research on its own initiative, or at the
request of third parties, into public administration and
management;
( d ) carry out ongoing evaluation of the effects of public
policy on society;
( e ) publish reports, books, papers and journals.
Powers.
conferred upon it from time to time by or under any regulation, or
by direction of the Council and Senate.
(2) In discharging their functions under these statutes, the
Institute, its fellows, staff and students, shall enjoy academic
freedom commensurate with its status as an institution of learning.
Governance.
subject to the provisions of these statutes and of such regulations,
policies or directions as may from time to time be approved by the
Council and the Senate.
(2) The Board shall decide the policy of the Institute, and shall
supervise the activities and administration of the Institute and,
without prejudice to the generality of the foregoing, the Board may:
( a ) approve business plans and annual estimates of
revenue and expenditure of the Institute for
consideration and approval by the Council;
( b ) with the written concurrence of the Rector enter into
agreements with third parties for funding of the
Institute or of particular activities;

( c ) publish an annual calendar of activities;
( d ) enrol the Institute in associations of institutions
sharing its aims and interests;
( e ) propose Regulations and Bye-Laws to the Senate;
( f ) require from staff members of the Institute the
production of reports on academic matters, including
the curricula of courses of study, qualifications for
admission to courses, examinations and certificates of
attendance or qualification;
( g ) recommend to the Council the creation or abolition of
academic and non-academic posts in the Institute;
( h ) propose for approval to the Senate, Boards of Studies
and Examiners for degree and diploma courses.
(3) The Board shall be composed as follows:
( a ) a Chairman, who shall be the Rector or his delegate;
( b ) a Deputy Chairman, who shall be nominated by the
Head of the Public Service;
( c ) a Secretary, who shall be  ex officio  the Director of the
Institute, appointed under statute 5;
( d ) two members appointed  ex officio , who shall be:
(i) the Head of the Department of Public Policy,
and
(ii) the Director of the Staff Development
Organisation in the Public Service;
( e ) one member of the academic staff of the University
appointed by the Senate and approved by Council;
( f ) one member nominated by the Permanent Secretary,
Ministry of Finance.
(4) The Chairman and, in his absence, the Deputy Chairman,
shall have and shall exercise a casting vote.
(5) Four members of the Board shall constitute a quorum.
Director. 5. (1) A Director shall administer the academic and non-
academic affairs of the Institute subject to the provisions of statute
4.
(2) The Director shall be appointed by the Council following a
call for applications.
(3) The Director shall hold office for a term of not longer than
four years. The term may be renewed by Council acting on the
advice of the Board.
Staff. 6. Members of the staff of the Institute shall be appointed,
disciplined and removed in accordance with the provisions of the
University’s Statutes.
Fellows of the 
Institute.
7. (1) The Board may from time to time choose retired public
officers, with the necessary appropriate academic qualifications
and who have given distinguished service, as honorary Fellows of
the Institute.

(2) Fellows may be appointed for life.
(3) Fellows may contribute to the teaching and research
activities of the Institute.
(4) The bye-laws concerning the election and terms of service
of Fellows of the Institute shall be made by the Board and approved
by Senate.
Financial 
arrangements.
8. (1) The Finance Officer of the University or his delegate
shall be  ex officio  the Treasurer of the Institute.
(2) The Director shall prepare for the Board’s approval:
( a ) annual estimates of revenue and expenditure; and
( b ) annual financial accounts together with a report on the
Institute’s activities.
(3) Unallocated funds that do not originate from the
University’s consolidated budget shall be placed in a reserve at the
close of each financial year, to be utilised thereafter in accordance
with the directions of the Board.
Reports.
approval:
( a ) estimates of revenue and expenditure;
( b ) audited reports on the financial accounts; and
( c ) an annual report on the Institute’s activities.
Amendments to the 
Statute.
10. This Statute may be amended by the appropriate University
authorities after taking the advice of the Board.
Interpretation.
"Board" means the Board of the Institute established under
statute 4 of this Statute;
"Head of the Public Service" means the officer designated as
such by the Prime Minister, currently the Permanent Secretary in
the Office of the Prime Minister, or in the absence of such office
holder, the officer acting in that capacity;
"Institute" means the Institute of Public Administration and
Management established under statute 1 of this Statute.
