MASTER IN DIPLOMACY (M. DIP.) DEGREE 
REGULATIONS

1. To be admitted to the course leading to the Degree of
Master in Diplomacy (M.Dip.) candidates must be:
( a ) holders of a Bachelor’s degree of the University of
Malta or of a first degree recognized by the University
of Malta as equivalent to its Bachelor’s degrees;
( b ) fluent in English to the extent of being able to
understand lectures, do readings and write papers,
including examination papers;
( c ) employed in the Ministry of Foreign Affairs of their
country or in another governmental administration
active in external relations and have served in this
capacity for at least one year and their candidature
must be presented or endorsed by the governmental
authority concerned.

Structure of

3.1 The course for the degree shall extend over two semesters.
Candidates must obtain twenty credits and write a research paper.
Given the pluridisciplinary nature of the course candidates shall be
required to follow a total of ten study-units, to each of which two
credits are assigned, in the following areas of study:
- International Law
- International Economics
- International Relations
- International History
- Diplomacy.
3.2 During the first semester candidates with no previous
academic knowledge in a given field shall attend the basic course in
that field.
3.3 During the second semester all candidates shall attend
courses in all fields which emphasise issues relating to the
Mediterranean region.
3.4 Candidates who are not fully fluent in English shall attend
classes in this language throughout the year. Candidates who are

fluent in English shall attend classes in an international language
taught at the University of Malta.
3.5 All candidates shall write a research paper during the
second semester on a question falling within one of the fields of
study listed under regulation 3.1 and approved by the Director. This
paper must be submitted before the end-of-year examination

4.1 Evaluation of performance shall be by continuous
assessment and an end-of-year examination in each field of study,
including the language studied by the candidate, as well as by
assessment of the research paper under regulation 3.5.
4.2 Continuous assessment shall provide 50% of the overall
mark for each field of study, the marks for the two semester courses
contributing one half each to the coursework mark. The
examination mark shall provide the remaining 50% of the overall
mark.
4.3 Study-units shall be assessed and awarded credit according
to the following grades: A, B. C, and D, A being the highest grade,
or F which indicates Fail.
4.4 A candidate who fails to obtain a pass grade at the first
attempt in not more than two study-units (four credits) throughout
the course shall be allowed to be re-assessed. In the re-assessment,
the maximum grade that may be awarded is Grade D.
4.5 Candidates who obtain twenty credits shall be eligible to
sit for the Final Examinations, consisting of six papers: one paper
in each of the five modules listed in regulation 3.1 and a paper in
the language referred to in regulation 3.4.
4.6 Examination papers shall be graded A, B. C, and D, A
being the highest grade, or F which indicates Fail.
4.7 A candidate who fails in not more than two of the written
papers shall be allowed to sit for the failed paper/s in a
supplementary session, normally in September.
4.8 A candidate who fails in more than two of the written
papers, or fails in one of the papers in the supplementary session
shall not be admitted to the Degree.
4.9 The research paper shall be graded A, B. C, and D, A being
the highest grade, or F which indicates Fail.
4.10 A candidate failing in the research paper may be allowed to
rewrite the research paper within three months from the publication
of the results of the end-of-year examinations. A candidate failing
in the rewriting of the research paper shall not be admitted to the
Degree.

5. The names of successful candidates shall be published in a
list in alphabetical order classified as follows:

6. These Regulations shall apply to courses starting in
October 1996 or later.
