STATUTE I 11 - INSTITUTE FOR MASONRY AND 
CONSTRUCTION RESEARCH STATUTE

Citation.
Masonry and Construction Research Statute.
Institute for 
Masonry and 
Construction 
Research.
1. There is hereby established an Institute for Masonry and
Construction Research at the University of Malta.
Aims of the 
Institute.
2. The aims of the Institute shall be:
( a ) primarily to promote research in all aspects of
masonry and in other related aspects of the
construction industry, as relevant to Malta;
( b ) to seek the cooperation and support of the construction
industry, and the building profession, in order to raise
funds for the conduct of its research, and shall seek to
involve the participants in the construction industry in
the administration of the Insitute;
( c ) to collaborate with the Department of Building and
Civil Engineering of the University in the development
and use of the laboratory facilities and equipment
resources;
( d ) to participate in the restructuring of training of skills
for the construction industry, and the provision of
training courses at technical, middle management,
continuing professional or postgraduate level, except
that any diploma or degree courses that may be offered
shall be subject to the statutes and regulations of the
University;
( e ) to organize conferences, seminars and similar
activities, and publish documents in order to
disseminate to the profession and the industry in
general, developments in the relevant fields of interest;
( f ) to provide support to the industry and the profession in
the development of technical documentation, national
building regulations and standards, and codes of
practice, particularly with regard to the requirements
of European harmonization in the construction
industry, and in the evaluation of the quality of
products and processes;
( g ) to develop links with international building research
and testing laboratories, and with international

scientific and technical organizations, in connection
with the above activities; and
( h ) to carry out all other acts ancillary or conducive to the
foregoing aims.
Board. 3. The Institute shall be governed by a Board, which shall be
composed as follows:
Chairman: The Rector or his deputy;
Vice-Chairman: The Director of the Institute,
appointed by the Council for five years;
two academics appointed by the Senate for three years
at least one of who shall be a member of the Faculty of
Architecture and Civil Engineering;
one representative of the Council, appointed for one
year;
one representative appointed by the Associates of the
Institute, as defined in paragraph 4, appointed for one
year;
a representative of the Chamber of Architects and
Civil Engineers, appointed for a year; and
a scholar of international repute, to serve for
renewable periods of one year, who may be co-opted
by the Board.
Associate status. 4. The Institute shall be empowered to set up a procedure by
which iy can offer associate status to corporate or personal
members of the construction industry or the profession, who
contribute financially to the activities of the Institute, according to
the levels established by the Board, and who shall have the right to
representation in the same Board, as stated in paragraph 3.
Functions of the 
Board.
5. The functions of the Board shall be the following:
( a ) to determine the policy of the Institute with regard to
the achievement of the aims of the Institute;
( b ) to ensure the proper financial administration of the
Institute; and
( c ) to ensure the collaboration with other bodies, local and
foreign, as necessary for the achievement of the aims
of the Institute;
( d ) to make recommendations to the Council on the
appointment of academic members of staff; and
(e)  to appoint administrative and clerical staff, and
appoint co-ordinators or consultants for specific
projects, in connection with the aims outlined above.
Director of the 
Institute.
6. (1) The staff of the Institute shall be headed by a Director,
who shall shall prepare the annual budget of the Institute and
submit it to the Board for approval. The Director shall also submit
to Council a financial statement and to Senate and Council an
annual report on the activities of the Institute. The Finance Officer
of the University shall be the Treasurer of the Institute.

and shall require the approval of Council.
