STATUTE I 16 - INSTITUTE FOR CHILD 
DEVELOPMENT STATUTE
16th September, 1994

Citation.
Development Statute.
Institute for Child 
Development.
2. There is hereby established an Institute for Child
Development at the University of Malta as an inter-Faculty and
inter-agency institution.
Aims of the 
Institute.
3. The aims of the Institute shall be as follows:
( a ) to organise multidisciplinary research and services in
the field of child development;
( b ) to organise, provide and research multidisciplinary
habilitation/rehabilitation programmes for children
with special needs and their families in to-operation
with governmental and non-governmental agencies;
( c ) to set up certificate, diploma, degree and postgraduate
courses in the field of childhood disabilities;
( d ) to service Faculties and other institutions in the field
of child development especially with regard to the area
of children with special needs;
( e ) to organise and promote multidisciplinary workshops
seminars and conferences on child development and
childhood disabilities;
( f ) to serve as a resource centre and offer consultative
services in the field of child development to
individuals, governmental and non-governmental
agencies;
( g ) to undertake any other activities in the field of child
development in co-operation with governmental and
non-governmental agencies;
( h ) to promote the role of parents as equal partners with
professionals and their empowerment for informed
choices regarding their children and families;
( i ) to promote the principle that every child has the same
rights as other members of society to realise his
individual capacity for physical, social, emotional and
intellectual development; and
( j ) to promote the rights of all children for integrated
services within the community and mainstream
systems.

Chairman: the Rector or his nominated deputy;
Vice-Chairman: the Director of the Institute;
the Chairman of the National Commission for the
Handicapped or his nominated deputy;
the Chairman, or his nominated deputy, and the
Executive Director of the Eden Foundation;
five members nominated as to one each by the Faculty
Board of Education, the Board of the Institute of
Social Welfare, the Board of the Institute of Health
Care, the Faculty Board of Medicine and Surgery, and
the Department of Psychology;
two members appointed as to one each by the Council
and Senate of the University;
The same member may represent more than one interest.
Functions of the 
Board.
5. The functions of the Board shall be the following:
( a ) to determine the policy of the Institute with regard to
the objectives stated above;
( b ) to ensure the proper financial administration of the
Institute; and
( c ) to ensure collaboration with other bodies, local and
foreign, necessary for achieving the aims of the
Institute.
Director and staff. 6. (1) The Institute shall have a Director and staff.
(2) The Director shall be appointed by the Council of the
University for a period of three years following a call for
applications.
(3) Academic and other members of staff shall be appointed by
the Council on the recommendation of the Board, provided that the
Board may itself appoint non-academic staff for periods not
exceeding one year.
Treasurer of the 
Institute.
7. The Finance Officer of the University of Malta shall be the
Treasurer of the Institute. The Director shall prepare the annual
budget of the Institute and submit it to the Board for approval. The
Director shall also submit to Council a financial statement and to
Senate an annual report on the activities of the Institute.
Amendments. 8. Amendments to this statute may be proposed by the Board
for approval of the Council of the University.
