STATUTE I 21 - STATUTE OF THE INSTITUTE
OF FORENSIC STUDIES

Citation.
Institute of Forensic Studies.
Institute of 
Forensic Studies.
1. There is hereby established the Institute of Forensic
Studies at the University of Malta.
Aims of the 
Institute.
2. The aims of the institute shall be:
( a ) the teaching and the conducting of research in
Forensic Sciences (including Forensic Medicine),
Criminology, related social policy issues, and similar
areas of study;
( b ) to act as a resource centre for the provision of experts
and expertise in the various fields of its activity to the
Courts of Justice, such services being where feasible
extended to such institutions, private organizations
and individuals as the Board may from time to time
determine; and
( c ) to act as an advisory body to the Government on
matters pertaining to criminal justice.
Board.
of the following:
Chairman: the Rector or his nominated deputy;
Vice-Chairman: the Director of the Institute;
Members: a person appointed by the Council of the
University for three years;
a person appointed by Senate for three
years;
a person nominated by the Board of the
Faculty of Medicine;
a person nominated by the Board of the
Faculty of Laws;
a person nominated by the Minister
responsible for Justice;
a person nominated by the Bench of
Magistrates.
The Board may co-opt a maximum of
two other persons.

(2) The functions of the Board shall be the following:B 496
( a ) to determine the policy of the Institute with regard to
the aims of the Institute;
( b ) to oversee the administration, financial and otherwise,
of the Institute; and
( c ) to ensure the collaboration with other bodies local and
foreign, conducive to the achievement of the aims of
the Institute.
Director and staff. 4. The Institute shall have a Director and staff as follows:
( a ) the Director, appointed by the Council of the
University, for a period of three years following a call
for applications;
( b ) other academic staff, appointed by the Council of the
University on the recommendation of the Board;
( c ) other technical staff appointed by the Council of the
University on the recommendation of the Board; and
( d ) administrative and clerical staff as the Board may
appoint within the provisions of the statutes and
regulations of the University.
Treasurer. 5. The Finance Officer of the University shall be the
Treasurer of the Institute. The Director shall prepare the annual
budget, a financial statement and an annual report on the activities
of the Institute.
Member appointed 
as Court expert.
6. Any member of the staff of the Institute, who is appointed
as a Court expert, shall at all times act on his individual judgement
and shall not be subject to any directives, other than those of the
Court by which he is appointed, in the performance of his duties
under that appointment.
Amendments. 7. Amendments to this statute may be proposed by the Board
for the approval of the Council of the University.
