MANUFACTURE AND STORAGE OF EXPLOSIVES 
REGULATIONS

Title.

Prohibition of 
smoking and 
lighting of fires, 
etc.
2. Smoking, lighting of fires, and the introduction of matches
and smoking materials into any building used for the manufacture
of fireworks or the manipulation or storage of explosives is
prohibited.
Covering of 
benches and floors.
3. Benches and floors in any such building shall be covered
with linoleum of a type approved by the Commissioner of Police
and shall be kept clean and free from grit. Cotton rags and waste
shall not be left lying about within the building.
Water buckets.

Erection of barrier.
manufactured or stored. No person shall be allowed inside the
barrier unless he is wearing overshoes of a type approved by the
Commissioner of Police, which shall at all times be left inside the
barrier when not in use. The ends of trousers worn by any person
entering the building are to be turned down and brushed before
crossing the barrier.
Articles of iron or 
steel.
6. No article of iron or steel shall be introduced inside any
explosives factory; only tools and instruments made of wood, brass
or copper approved by the Commissioner of Police shall be utilized
for the manufacture of explosives.
Directions to be 
observed.
7. The following directions shall be observed in the
construction and maintenance of buildings which may be used for
the manipulation and manufacture of explosives:
( a ) the buildings should be low and narrow and based on
sound rock foundations and sufficiently strong to
withstand air pressure which may be generated by
explosions in adjacent buildings;
( b ) windows shall be made to fit tightly and open
outwards, and are to be protected on the inside by a
wire grille;
( c ) door and window fastenings, hinges, bolts, locks and
keys shall be made of copper or copper alloy;
( d ) ventilators shall be well baffled to prevent the ingress
of sparks;
( e ) windows, ventilators, doors and passages shall be so
arranged as to leave a current of air through the whole
building when being ventilated;

( f ) all inside corners in store-rooms must be rounded so as
to facilitate cleaning. Floors and walls shall be kept
free from cracks and crevices up to a height of one
point two metres;
( g ) no packages containing more than 200 lbs. of
explosive material shall be stored in any building;
( h ) all windows shall be of frosted wired glass;
( i ) paint containing lead pigments, ground quartz or silica
shall not be used;
( j ) doors, windows and other wooden fittings shall be
covered with sheet asbestos, sheet copper or other fire
resisting material.
