PUBLIC TRANSPORT ENFORCEMENT OFFICERS 
(DUTIES AND POWERS) REGULATIONS

Enforcement Officers (Duties and Powers) Regulations.
Appointment of 
Enforcement 
Officers.
2. The Authority may appoint Enforcement Officers for the
management and supervision of public transport services and for
the maintenance and enforcement of discipline on those services. 
Duties and powers.
regulation, Enforcement Officers shall have the duty and the power
to: 
( a ) stop any public transport vehicle or sea-craft, whether
such vehicle or sea-craft is carrying passengers or not,
and to carry out random inspections on the said
vehicles or sea-craft, including inspections of all
licences and other documents relating to such vehicle
or sea-craft;
( b ) order the alighting or carrying of passengers from or
on any public transport vehicle or sea-craft;
( c ) order any public transport vehicle, ordinarily licensed
to operate any scheduled transport service, to run for
such time and under such conditions as the needs of a
particular scheduled service may require, and to give
any such other orders and directives as may, in their
opinion, be necessary for the efficient performance of
any particular scheduled transport service at a given
time;
( d ) give such orders and directives as may, in their
opinion, be necessary for the implementation of the
roster allocation issued in respect of any public
transport service;
( e ) order the temporary withdrawal from service of any
public transport vehicle or sea-craft, for the purpose of
an immediate submission for a test;
( f ) order the attending to a mechanical test in such manner
as may be ordered by the Public Transport Authority;
( g ) order the removal of unauthorised advertising from
any public transport vehicle or sea-craft;
( h ) demand and obtain information from any passenger,
owner or driver of a public transport vehicle or sea-
craft, relating to the identity of such person or to
details of any public transport vehicle or sea-craft or
public transport service;

( i ) order any owner, driver or master of a public transport
vehicle or sea-craft to discontinue any scheduled or
unscheduled trip where any Enforcement Officer
deems that such a measure is necessary in the interests
of public order or safety;
( j ) give such other orders or directives to drivers of any
public transport vehicle so as to ensure that they
perform their duties in accordance with the laws and
regulations relating to public transport services;
( k ) give such orders as may, in their opinion, be necessary
so as to ensure that the laws and regulations relating to
public transport services are complied with;
( l ) take down and note the particulars of any person who
commits an offence relating to public transport or
otherwise hinders the proper operation of the public
transport system.

4. The Authority may also appoint an Operations Manager or
Assistant Operations Manager who shall be entrusted with the
general direction and supervision of Enforcement Officers, and
who shall also be vested with the same powers given to the latter by
the preceding regulation.

5. Without prejudice to the powers entrusted to Enforcement
Officers under these regulations, the Authority may also appoint
Transport Assistants who shall be vested with the same powers
given to Enforcement Officers under these regulations but only
with regard to motor omnibuses on scheduled service.

6. Whosoever shall hinder or obstruct any Operations
Manager or Assistant Operations Manager or Enforcement Officer
or Transport Assistant in the exercise of his powers or duties, or
shall unduly interfere in the exercise thereof or in any manner
whatsoever, or shall refuse to comply with any orders or directives
which such manager or officer may give in the execution of his
powers or duties, shall, on conviction, be liable, and without
prejudice to any higher punishment to which the offence may be
liable under any other law, to a fine ( ammenda ) of not less than
twenty liri and not exceeding fifty liri for a first conviction, and to
a fine ( ammenda ) of not less than fifty liri and not exceeding one
hundred liri for each subsequent conviction.
