LANDING AND LOADING OF GOODS VEHICLES 
REGULATIONS
LEGAL NOTICE 100 of 1979, as amended by Act XVII of 1991.
Citation and 
commencement. 
1. The title of these regulations is the Landing and Loading of
Goods Vehicles Regulations, and these regulations shall come into
force on such date as the Minister responsible for ports may by
notice in the Gazette appoint.

2. In these regulations, unless the context otherwise requires -
"Authority" means the Malta Maritime Authority established
under the Malta Maritime Authority Act, and includes any officer
of the Authority authorised by the Authority to act on its behalf in
carrying out the provisions of these regulations;
"goods vehicles" means any vehicle which is -
( a ) constructed or adapted for use and used on the road for
the carriage of goods; and
( b ) used for the purpose of international carriage of goods
for delivery at, or collection from, Malta;
and includes a mechanically driven tractor as also any trailer or
other type of vehicle.
No goods vehicles 
to be landed or 
loaded without 
permission.

3. Notwithstanding the provisions of any other law or
regulation in force from time to time, the master, owner or agent of
a ship shall not land or allow to be landed at Malta, or load or allow
to be loaded from Malta, from or on a ship, any goods vehicle
unless it is covered by a permit issued by the Authority under these
regulations.
Issue of permit.

4. (1) The Authority may in its discretion issue a permit for a
goods vehicle to be landed at, or loaded from, Malta.
(2) Any such permit may, if granted, be issued for a trip, a
number of trips or a period of time.
(3) The Authority may, from time to time, attach to any such
permit such conditions as it may deem fit.
(4) Any permit issued or renewed by the Authority under this
regulation may be suspended or withdrawn by it if the holder
thereof has contravened any condition attached to such permit by
the Authority.

5. Application for a permit required under these regulations
shall be made to the Authority in such form as the Authority may
require at least twelve working days before the landing or loading
of the goods vehicle at Malta, or within such shorter notice as the
Authority may allow in respect of any particular landing or loading
of a goods vehicle.

6. Any person who applies for a permit in respect of a goods
vehicle which is registered in Malta shall produce to the Authority
such documents as it may require.
Permission for the 
temporary landing 
of goods vehicle 
without a landing 
permit.

7. Notwithstanding the provisions of these regulations, the
Authority may allow the temporary landing of a goods vehicle
which is not covered by a permit according to these regulations if
such temporary landing is necessary for ship’s operational
requirements:
Provided that any goods vehicle which is temporarily
landed under this regulation shall be reloaded before the ship
leaves Malta.
Offences and 
penalties.
8. Any person who contravenes any of the provisions of these
regulations shall be guilty of an offence and shall on conviction be
liable to a fine ( multa ) of not less than fifty liri but not exceeding
one hundred liri or to imprisonment for a term not exceeding three
months or to both such fine and imprisonment, and in the case of a
continuing offence to an additional fine of not less than two liri and
not exceeding five liri for each day during which the default
continues.
