SWINE KEEPING REGULATIONS
10th October, 1980

Title.
Regulations.
Interpretation.
"Director" means the Director of Agriculture and includes any
officer of the department duly authorised by him to act on his
behalf;
"to fatten" means to keep from the weaner to the slaughtering
stage;
"to keep" includes both to rear and to fatten;
"to rear" means to breed and rear up to the fattening stage; and
includes the selling of weaners;

Licence to keep, 
rear or fatten 
swine.
3. No person shall keep, rear or fatten swine, whether as
owner, part-owner, or helper, unless he is the holder of a licence to
do so. 
Form of 
application.
4. A licence as provided for in regulation 3 of these
Regulations may be granted by the Director upon an application on
the appropriate form issued by him.
Swine forms.
unless that place is licensed as a swine farm for any of those
specific purposes.
Requirements of 
licence.
6.  No licence for a swine farm shall be issued unless the
requirements laid down in the form of application are satisfied.
Revocation of 
licence.
7. The Director may at any time revoke a licence if the place
licensed is found lacking in any of the conditions of the grant of the
licence, or if in the opinion of the Director there is a risk of spread
of disease.
Validity of 
licences.
8. Licences shall be valid for one calendar year, and may be
renewed from year to year. 
Slaughtering 
quota.

9. The Director may allocate a slaughtering quota of pigs to
each pig-breeder, and such quota, or part thereof, shall not be
transferred from one pig-breeder to another without the approval of
the Director:
Provided that the Director may vary the said quota
according to the exigencies of the pig industry, or in the case of
non-compliance by the licensee with conditions imposed by the
same licence.

Distance between 
farms.

10. (1) A person may be licensed to keep swine in a self-
contained farm as long as it is situated at least one hundred metres
away from any swine farm, or in not more than two places, one
place being licensed solely for rearing and the other place being
licensed solely for fattening swine, so however that in the latter
case the rearing place shall be situated at a distance of not less than
one hundred metres away from any swine farm whatsoever, and
subject to any other special conditions as the Director may impose.
(2) For the purposes of this regulation, a self-contained farm
means a farm where once animals are bought in and it has become a
going concern, both breeding and rearing can take place and no
more swine need to be bought in except the occasional breeders for
changing or improving the strain.
Site plan.

11. Each application for the licensing of a place shall be
accompanied by a site plan obtained from the Planning Authority
showing the place and its surrounding area within a radius of two
hundred metres.
Extensions and 
alterations.

12. No extensions or alterations in any licensed place may be
carried out unless previously authorised by the Director unless the
licensee has a permit issued by the Planning Authority.
Movement of 
swine.

13. No person, whether licensed or not under these
Regulations, shall move or cause any swine to be moved from a
licensed place to any other place or to an abattoir, unless he has
obtained permission to do so in writing from the Director.
Distance from 
inhabited area.

14. No place shall be licensed for the keeping, rearing or
fattening of swine unless it is situated at a distance of two hundred
metres from an inhabited area.
Herd-book.

15. Every licensee shall keep a herd-book in such form as the
Director shall require.
Swill collection 
and transport.
Amended by:

16. No person shall collect or transport swill unless authorised
by the Director, nor shall any person feed swill to swine or other
animals except for such cooked swill as may be supplied to him by
the Director.
Vehicle carrying 
swill.

17. No vehicle shall be used for collecting or transporting swill
unless authorised for that purpose by the Director, and when so
authorised such vehicle shall not follow a route which departs from
that laid down in such authorisation.
Licensee of 
feedmill or meat-
processing plant.
18. The holder of a licence for a feedmill or for a meat-
processing plant shall not be debarred from holding a licence under
these Regulations as long as he does not allow any person who is
engaged in work on a swine farm to perform work in such a mill or
plant.
Grinding mill. 19. A licensed swine keeper, breeder or fattener may be
allowed to have a grinding mill on his swine farm as long as the
grist material is used wholly on the farm.
Distance from 
feedmill.
20. No licence for a swine farm shall be issued unless such
swine farm is situated at a distance of two hundred metres from any
feedmill.

Acquisition of 
parent stock.
21. No person licensed to rear swine shall acquire his initial
parent stock and any eventual replacements except from a breeding
station approved by the Director.
Acquisition of 
weaners.
22. No person licensed to keep swine shall acquire weaners for
fattening purposes from a breeder other than a licensed breeder, and
subject to such weaners being tattooed distinctly for identification
purposes.
Keeping of boars.
person may keep any boars for servicing.

24. Distances required by these Regulations for the setting up
of swine farms, shall not apply to any such farms as existed prior to
the 1st July, 1991.
Requirement of 
other law.
25. A licensee under these Regulations shall not be exempt
from complying with the requirement of any other law or regulation
in force from time to time.
