LOCAL COUNCILS (DELEGATION OF STREET 
LIGHTING INSTALLATION) ORDER

2. (1) In terms of article 33(1)( n ) of the Local Councils Act -
( a ) the installation of all new street lighting systems, and
( b ) the maintenance of all street lighting installations,
except those listed in the First Schedule to this Order, shall be a
function which is hereby delegated to each Local Council in
relation to installations in its locality.
(2) The aforementioned delegation shall take effect in relation
to each Council as from the date shown against that Local Council
in the Second Schedule:
Provided that when it is indicated that such effective date
is to be established, such date shall be established by Order of the
Minister.

3. All street lighting installations shall be installed or
maintained, as the case may be, strictly in accordance with the
regulations made by Enemalta Corporation in terms of the
Enemalta Act and also in accordance with the standards,
specifications, work-methods and procedures established by the
"Street Lighting Devolution Manual" - Document Reference No.
SLDM - 01, published by the said Corporation, as amended from to
time, hereinafter referred to as the "Manual".

FIRST SCHEDULE
Article 2(1)
Items excluded from the competence of Local Councils
Clause 9.2 of the Manual mentioned in regulation 3 of these regulations shall
determine the items and works which are excluded from the competence of Local
Councils.
The proprietary database, including the plans and other technical information,
produced by Enemalta Corporation in terms of Clause 9.2(iv) of the said Manual,
shall be considered as the official platform from which the localisation, enumeration,
categorization and statistical information related to street lighting systems can be
obtained.
