PROCEDURE OF THE TRAFFIC CONTROL BOARD 
RULES 
10th June, 1960

Title. 
Board Rules.
Quorum.

2. (1) No business shall be transacted by the Traffic Control
Board unless a quorum is present.
(2) Such quorum shall consist of not less than one-third of the
number of members appointed to the Board.
Chairman.
Board.
(2) In the absence of the Chairman, another member shall be
elected by the members present to act as Chairman for that meeting.
Meetings.
Chairman at such times as the Chairman shall determine.
(2) If a quorum is not present twenty minutes after the time
appointed for the meeting, all matters on the agenda shall stand
over till the next meeting, and shall take precedence thereat unless
the Board otherwise decides.
(3) Members who attend half an hour after the time appointed
for the commencement of the meeting shall, unless they have
obtained previous permission from the Chairman, be deemed to
have been absent from the meeting and shall not be allowed to take
part in the discussions.
Special meeting.

held within six days of the receipt of the application.

(2) All items on the agenda shall take precedence over other
business.
(3) In the event of an urgent matter arising, the Chairman or the
member bringing forward the question shall explain the reasons for
the urgency and the Board shall, if there be a majority of not less
than two thirds of the members present in favour of the motion,
discuss the matter.
(4) In such a case the motion shall require for approval a
number of votes in its favour equivalent to not less than half the
total number of members of the Board.

(5) Any member of the Board may suggest items for inclusion
in the agenda.
Minutes. 7. (1) The proceedings of the Board shall be entered in a
book kept for the purpose.
(2) The minutes of the meetings shall be circulated or read to
the Board at the next following meting and, when confirmed, shall
be signed by the Chairman.
(3) No motion or discussion shall be allowed on the minutes
except in regard to their accuracy, but after confirmation of the
minutes the members shall be at liberty to ask questions relating to
the matters arising therefrom:
Provided that such questions shall be allowed for
information only, and no discussion on any decision recorded in the
minutes shall be permitted.
(4) The minutes shall be accessible to the members at any time
during office hours.
Voting. 8. (1) Voting shall be by a show of hands; provided that
where a request is made to the Chairman by any member of the
Board for the taking of a secret vote, a secret vote shall be taken.
(2) The decisions of the Board shall be by a majority of votes,
unless otherwise provided.
(3) The Chairman, or in his absence the member acting as
Chairman for the meeting, shall have an original vote and, in the
case of an equal division of votes, also a second or casting vote.
Committees.

9. (1) The Board shall have the power to appoint sub-
committees and to co-opt thereon members who are not members of
the Board.
(2) Such committees shall submit their reports in writing to the
Chairman stating the reasons for their recommendations.
(3) On the appointment of a new Board, a list of outstanding
committee reports shall be included in the agenda for the first
meeting of the Board and the Board shall decide which of these
reports shall be considered.
Chairman’s ruling. 10. If the Chairman calls a member to order, or speaks for any
purpose connected with the proceedings, the member then speaking
shall interrupt his speech, and no other member shall speak until
the Chairman allows the resumption of the discussion.
Members leaving 
the meeting.
11. (1) A member may only leave the meeting with the
permission of the Chairman.
(2) Only in very exceptional circumstances shall a member be
allowed to leave a meeting before one hour after its commencement
or when a vote is about to be taken.
Absence from 
meetings.
12. If a member is absent from four consecutive meetings
without the permission of the Chairman, then, unless the absence is
considered justified or is due to illness, he shall be deemed to have
resigned from the Board.

Proceedings 
confidential.
13. The proceedings of the Board are confidential and the
members of the Board shall not divulge them to any member of the
public except with the permission of the Board.
